About The Position

In this position you will serve as a Supervisory Management and Program Analyst, responsible for coordinating and supporting a wide range of administrative and resource management activities across the Program's divisions. Duties may include, but are not limited to: Plans and conducts analytical studies to identify and assess trends, challenges, and opportunities in program administration and resource management. Assists in the development and administration of financial management activities, including cost allocation, budget planning, and resource tracking. Provides guidance on resolving complex administrative issues affecting the Program. Compiles and analyzes administrative, human capital, and strategic planning data to inform Program decisions. Advises Program management on a range of administrative policies, including employee recognition, travel, human resources, workers’ compensation, FOIA/Privacy Act, and telework. Coordinates support services such as supply management, micro-purchases, records and forms management, and vehicle services. Participates in the review and improvement of administrative procedures. Recommends and helps implement automation tools to enhance operational efficiency. As a first line supervisor of junior administrative staff whose primary responsibilities involve Government Purchase Card (GPC) acquisitions and related support functions.

Requirements

  • Must be a US Citizen or US National.
  • Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable.
  • New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
  • Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
  • Successfully pass the E-Verify employment verification check.
  • All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
  • Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
  • Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
  • FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Coordinating and supporting administrative and resource management activities across multiple divisions, ensuring compliance with agency and Federal Acquisition Regulation requirements for procurement and financial operations.
  • Providing guidance and oversight to junior administrative staff in purchase card acquisitions, reviewing work for compliance with procurement policy and facilitating informal training to improve staff proficiency.
  • Coordinating, reviewing, and supporting administrative and resource management activities associated with Agreements by analyzing program requirements, ensuring alignment with budgetary and regulatory policies, and facilitating communication across federal and state partner agencies to ensure timely resolution of administrative, financial, and compliance issues.
