About The Position

You will serve as a Supervisory Program Analyst assigned to Fleet Readiness Centers (COMFRC), Naval Air Technical Data and Engineering Service Center (NATEC), Headquartered at Naval Air Station North Island in San Diego, California of NV AIR TECHNICAL DATA AND ENGRG SVC. You will prepare complex reports for internal and external managers. You will apply methods used to gather, analyze, and evaluate information relating to management processes and recommend appropriate actions. You will conduct required research of various financial related problems and management.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.
  • Time-in-grade requirements must be met by the closing date of this announcement.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
  • Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
  • You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1. Leading personnel while assigning work, evaluating performance, resolving employee issues, approving leave or timekeeping, and ensuring completion of mission and training requirements. 2. Supporting post-award acquisition and contract administration activities, including serving as a COR or TPOC, tracking financial actions, assisting with deliverable acceptance, supporting debriefs, and facilitating contract closeout. 3. Performing pre-award acquisition work such as developing acquisition packages, drafting documents including PWSs and CDRLs, coordinating with contracting and legal personnel, and supporting source selection activities. 4. Developing, maintaining, and reporting program schedules, risks, resource requirements, and status information in support of acquisition, procurement, or program management operations; and 5. Providing program analysis and management support for complex organizations by forecasting requirements, conducting cost analysis, coordinating with geographically dispersed stakeholders, and recommending workforce or support solutions.
