About The Position

This position is within the Large Business and International (LBI) Directorate, specifically in the Office of Program and Business Solutions - Resource Solutions (RS) Finance, Strategic Contracts Management. The role involves providing leadership and direction for planning, administering, and evaluating assigned LB&I programs, projects, and organizational activities to ensure alignment with IRS and Department of the Treasury missions, goals, and strategic priorities. The analyst will identify, acquire, and allocate resources; establish organizational priorities; manage budgetary and staffing requirements; and evaluate program effectiveness to ensure efficient and effective delivery of products and services. Key activities include leading meetings with management and stakeholders, providing technical expertise and guidance, overseeing program policies and strategies, establishing operational and technical standards, and directing organizational resource planning and utilization.

Requirements

  • One (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service.
  • Experience planning, coordinating, and monitoring programs, projects, or organizational initiatives by establishing priorities, schedules, milestones, deliverables, resource requirements, performance measures, and methods for tracking results.
  • Experience analyzing program, operational, financial, workforce, or performance data to identify trends, performance gaps, risks, or resource needs and using the findings to develop and implement business-process improvements.
  • Experience developing, implementing, or evaluating program policies, procedures, operating standards, performance measures, or internal controls and coordinating their application across organizational functions.
  • Experience preparing budget forecasts, resource estimates, funding justifications, or recommendations for allocating and using program resources.
  • Experience preparing and presenting reports, briefings, analyses, or recommendations concerning program performance, project status, resource requirements, risks, or operational changes to management and organizational stakeholders.
  • Experience evaluating acquisition or procurement activities, contract deliverables, or contractor performance against contractual requirements, program objectives, schedules, costs, performance measures, or quality standards and documenting the results.
  • Contracting Officer Representative (COR) Certification Level III certification is required.
  • Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate (Time After Competitive Appointment - TACA).

Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and make recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel, or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion, or reassignment.
  • Hear and resolve complaints from employees, and refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, and recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes, and/or to increase the quality of the work directed.
  • Provide leadership and direction for planning, administering, and evaluating assigned LB&I programs, projects, and organizational activities.
  • Identify, acquire, and allocate resources; establish organizational priorities; manage budgetary and staffing requirements; and evaluate program effectiveness.
  • Lead meetings with management and stakeholders to provide updates on program, budgetary, operational, and administrative matters.
  • Provide technical expertise, consultation, and guidance to management and staff.
  • Oversee and administer short- and long-range program policies, strategies, objectives, and implementation plans for assigned program areas.
  • Establish operational and technical standards, procedures, practices, and internal controls necessary to support organizational effectiveness and mission accomplishment.
  • Direct organizational resource planning, prioritization, allocation, and utilization.
  • Evaluate acquisition or procurement activities, contract deliverables, or contractor performance against contractual requirements, program objectives, schedules, costs, performance measures, or quality standards and document the results.
