About The Position

Serves as the Section Chief Program Analyst of the Management Support Branch. Oversees activities of lower graded program analysts, to ensure uniformity of methods and analysis. Advises and acts for the Chief, PCB, on all matters relating to the overall program planning, funding management, reporting, and the implementation and operation of the Corps of Engineers Financial Management Systems (CEFMS).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year experience equivalent to the GS-12 grade level in the Federal Service which includes: 1. Managing financial matters relating to overall program planning, funding management, and reporting requirements; 2. interpreting budget guidance while maintaining the forecast of expenditures and obligations for all projects to ensure the adequacy of project funding; and 3. measuring program effectiveness, productivity, and efficiency to ensure attainment of goals and objectives.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
  • You must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Continued employment requires written certification that it advances the public interest.
  • Direct deposit of pay is required.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Responsibilities

  • Manage activities of lower graded program analysts, to ensure uniformity of methods and analysis.
  • Advise and act for the Chief, PCB, on all matters relating to overall program planning, funding management, reporting requirements, and the implementation and operation of Corps of Engineers Financial Management System (CEFMS).
  • Develop and maintain the forecast of expenditures and obligations for all TAM projects and ensure the adequacy of project funding.
  • Establish, develop, and implement management reports of design and construction programs to meet the needs of project managers, TAM supervisory staff, and higher headquarters.
  • Provide advice, counsel, and instruction to accomplish the assigned function.
