About The Position

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. You will serve as a principal advisor on enterprise IT strategy, cybersecurity, and technology modernization initiatives. You will lead the planning, operation, security, and management of the Naval War College's independent classified and unclassified network environments supporting academic, research, administrative, and wargaming missions. You will function as the command's senior technical authority for information technology, information security, knowledge management, and telecommunications programs. You will evaluate emerging technologies, develop strategic IT solutions, and collaborate with Navy, DoD, academic, and industry partners to advance mission capabilities and innovation. You will provide second-level supervision through subordinate supervisors overseeing networking, systems, user services, application support, and contractor operations. You will represent the Naval War College leadership in strategic IT discussions with Navy and DOW organizations and serve as the CIO’s principal alternate.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This is a Cyberspace Workforce position, work role code (901), proficiency level (ADVANCED) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required.
  • This position may require travel from normal duty station to CONUS.
  • You must be able to travel on commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate the following: 1) Leading enterprise-level information technology programs; 2) Advising senior leadership on IT strategy, cybersecurity, and systems architecture; 3) Overseeing or directing network, systems, and application support functions across a complex enterprise IT environment; and 4) Providing personnel leadership, assigning work, developing employees or assisting with the accomplishment of organizational goals and mission requirements.
