About The Position

This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Huachuca, AZ. The role involves supervising, planning, and directing organizations with civilians, military, and contract staff. It also includes supervising Army-wide execution of the Risk Management Framework (RMF) Control Assessor (CA) Mission, mentoring and training cybersecurity teams in RMF implementation, operation, and maintenance, and creating and directing Army-wide processes and procedures to assess the effectiveness of applicable security controls. The specialist will resolve cybersecurity related issues and requirements with Information System Security Managers (ISSM)s Army-wide and participate in 06 and/or GS/GG-15 level boards, working groups, and other Army level bodies as a voting member or subject matter expert (SME).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance or access for the duration of employment.
  • Subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential".
  • Requires a one-year supervisory probation to assess ability to perform supervisory duties.
  • Must obtain and maintain requirements for each Cyber work role as outlined in DoDM 8140.03.
  • Requires one-year specialized experience that demonstrates knowledge, skills, abilities, and competencies necessary for immediate success in the position.
  • Specialized experience typically in or directly related to the work of the position.
  • Specialized experience demonstrated by leading a team of cybersecurity professionals in the execution of the Army-wide Risk Management Framework (RMF) Control Assessor mission.
  • Specialized experience demonstrated by establishing Army-wide cybersecurity assessment processes for Control Assessor operations.
  • Specialized experience demonstrated by coordinating with HQDA, program-level Information System Security Managers, system owners, and industry partners on RMF matters.
  • Specialized experience demonstrated by developing governance, risk, and compliance policies in support of RMF assessments.
  • Specialized experience must include, or be supplemented by, information technology related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
  • No substitution of education for experience is permitted.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Must provide proof of U.S. Citizenship.
  • Requires a 3 year probationary period during which the agency evaluates fitness and whether continued employment advances the public interest.
  • Direct Deposit of Pay is required.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
