Reporting Specialist

Luster National•Fresno, CA
•$80,000 - $145,000

About The Position

Luster is building a talent pool of Reporting Specialists at various skill levels for future roles supporting large, complex heavy-civil infrastructure programs. Projects may include highways, roads, bridges, bus and rail transit, international airports, and water/wastewater infrastructure delivered through traditional or alternative methods. This posting is for anticipated future hiring needs and is not tied to a currently available opportunity. Candidates selected for the talent pool will be notified first when a project need arises. Reporting Specialists produce recurring monthly, quarterly, and annual program reporting packages for leadership, funding agencies, and oversight bodies. The work includes collecting and verifying inputs, reconciling figures against source records, coordinating reviews, maintaining version control, and delivering accurate packages by scheduled publication dates. Scope and complexity vary with experience. Roles focused primarily on data models, queries, and dashboards may be a better fit for the data analyst bank; roles focused primarily on plans, procedures, and controlled documents may be better suited to the technical writer bank. The position requires a relevant bachelor’s degree or an equivalent combination of education and experience, and at least five years of reporting experience on large, complex heavy-civil infrastructure projects exceeding $500 million. Luster describes a salary range of $80,000–$145,000 per year ($38–$70 per hour), with compensation dependent on factors including experience, skills, education, certifications, licenses, and geographic location.

Requirements

  • Bachelor’s degree in construction management, engineering, business administration, public administration, or a related field, or an equivalent combination of education and experience.
  • At least 5 years of program or project reporting experience for large (over $500 million), complex heavy-civil infrastructure projects.
  • Experience producing recurring reporting deliverables on a fixed cycle, assembling content from multiple contributors and meeting a published distribution date.
  • Experience verifying reported figures and status against source records and resolving discrepancies with the submitting team or organization.
  • Working knowledge of program controls and construction management reporting content, including progress, cost, schedule, and change status and the sources of those figures.
  • Experience with industry-standard program reporting and document management software, such as Kahua, Unifier, e-Builder, SharePoint, or ProjectWise.
  • Proficiency with Microsoft Office Suite or Office 365, including tools such as Outlook, Teams, Word, and PowerPoint.
  • Excellent written and verbal communication and interpersonal skills.
  • Excellent multitasking and organizational skills.
  • Collaborative mindset that fosters teamwork, trust, and positive relationships.
  • Curiosity, problem-solving ability, and commitment to continuous improvement.

Nice To Haves

  • Master’s degree in construction management, engineering, business administration, or public administration.
  • Active professional certifications such as CCM (CMAA), PMP, or CAPM (PMI).
  • Experience serving as lead producer of recurring program reporting for a program exceeding $1 billion in construction value.
  • Experience producing board, committee, or oversight-body reporting deliverables for a publicly funded capital program.
  • Experience assembling federal or state grant reporting, funding drawdown packages, or external audit responses, including supporting documentation trails.
  • Experience consolidating reporting across a portfolio of concurrent projects and contracts into a single program-level package.
  • Experience developing reporting templates, data definitions, or format standards used by other teams.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Responsibilities

  • Prepare recurring monthly, quarterly, and annual reporting packages, combining progress, cost, schedule, change, and milestone content in approved formats.
  • Potentially lead the reporting cycle from data cutoff through review and distribution, tracking inputs and following up on late or missing submissions to meet publication dates.
  • Collect reporting inputs from project teams, consultants, and contractors and verify figures and status statements against source records in program information, cost, and schedule systems.
  • Review contractor and consultant submissions for completeness and compliance with contractual reporting requirements, and return submissions that do not meet standards.
  • Reconcile discrepancies among contractor reports, PMIS data, and program records, escalating unresolved issues before publication.
  • Develop reporting exhibits, including milestone and progress charts, dashboard extracts, maps, and photo logs, and confirm that they match the underlying data.
  • Apply program reporting templates, data definitions, and format standards consistently across projects and contracts.
  • Maintain reporting trackers, logs, distribution lists, and repositories for published reports and supporting materials under version control, ensuring figures can be traced to their sources.
  • Coordinate with cost, schedule, change management, risk, quality, and document control teams to resolve conflicting figures before reporting reaches leadership.
