About The Position

The Regional Operations Manager (ROM) is responsible for the operational, customer, safety, and people performance of an assigned region comprised of multiple and geographically dispersed school districts. The ROM provides leadership and accountability to district-level operations leaders, ensures consistent execution of company standards, develops high-performing teams, and delivers safe, reliable, and financially successful transportation services.

Requirements

  • Bachelor’s degree preferred, with a minimum of five years of progressive leadership experience in school transportation, transportation, logistics, or a related industry.
  • Equivalent combinations of education and experience demonstrating a proven track record of operational leadership and business success will be considered.
  • Experience managing multiple locations, operational units, or geographically dispersed teams preferred.
  • Experience supervising, coaching, and developing leaders and frontline employees.
  • Experience managing budgets, operating costs, and financial performance.
  • Experience working with customers, contract clients, or school district personnel.
  • Ability to work variable hours, including early mornings, evenings, occasional weekends, and special events based on operational needs.
  • Must maintain a professional, respectful, and service-oriented attitude.
  • Must perform all job functions safely and in accordance with company policies, OSHA guidelines, and applicable federal and state laws.

Responsibilities

  • Provides leadership, direction, coaching, and accountability to Supervisors, Assistant Supervisors, and other assigned regional staff.
  • Ensure district-level operations leaders consistently execute Rohrer policies, procedures, operating standards, and strategic priorities.
  • Establishes clear goals and performance expectations and monitors progress toward achievement.
  • Develops action plans to address performance gaps and improve operational effectiveness.
  • Builds a culture of professionalism, accountability, teamwork, employee engagement, and continuous improvement.
  • Oversees district-level leaders to ensure the daily transportation operations team is executing the plan and that routes are staffed, scheduled, and operated safely and reliably.
  • Monitors service delivery, operational readiness, on-time performance, contract compliance, and customer commitments.
  • Identifies recurring operational issues, coordinates corrective actions, and ensures timely resolution of escalated concerns.
  • Works with Safety and Service teams to support emergency response, service recovery, severe-weather planning, and other operational contingencies.
  • Maintains and strengthens relationships with school administration, transportation leaders, business operations staff, and other customers.
  • Serves as a senior operational contact for assigned school districts and addresses escalated customer concerns.
  • Conducts or supports customer performance reviews and ensures commitments are communicated and delivered.
  • Works with executive leadership to support contract renewals, bid meetings, pricing discussions, and business development.
  • Owns the operating performance of the assigned region within the authority delegated by the Director of Operations.
  • Awareness of financial results against budget, including labor, overtime, staffing, and other operating costs.
  • Identifies opportunities to improve efficiency, productivity, cost control, and profitability.
  • Reviews financial and operational performance with the Director of Operations and develops corrective action plans.
  • Supports regional business plans and initiatives that promote growth, customer retention, and profitability.
  • Works with Recruiting and Human Resources to maintain staffing levels, support hiring initiatives, and improve driver retention.
  • Promotes consistent, fair, and positive employee relations and appropriate administration of company policies.
  • Supports coaching, succession planning, and performance management of regional leaders and employees.
  • Coordinates hiring events, return-to-school meetings, appreciation events, and employee engagement activities.
  • Works with district-level leaders to ensure the region operates in accordance with company safety standards, applicable laws, regulations, and customer policies.
  • Works with Safety Team to identify risks, investigate concerns, implement corrective actions, and promote a strong safety culture.
  • Maintains awareness of school district transportation policies and regulatory changes affecting the region.
  • Works with the Fleet Manger to ensure the assigned fleet is sufficient to meet customer transportation needs.
  • Monitors fleet availability, vehicle readiness, maintenance concerns, and replacement or acquisition needs.
  • Coordinates resolution of recurring vehicle and equipment issues affecting service, safety, or customer satisfaction.
  • Leads or supports company initiatives, technology rollouts, process improvements, and regional operating programs.
  • Works with district-level leaders to coordinate and participate in bid meetings, safety meetings, hiring events, return-to-school meetings, and driver appreciation events
  • Communicates regional needs, risks, opportunities, and recommendations to appropriate leaders.
