About The Position

The Regional HSE Manager provides strategic and operational HSE leadership for assigned Primoris Energy Services (PES) divisions and projects across the United States. Reporting to the Regional HSE Director, this position is responsible for managing HSE performance across multiple projects and leading a team of HSE Managers, Supervisors, Technicians, and other HSE professionals. This role requires a highly experienced HSE leader with a strong background in Heavy Industrial Construction, Power Generation, and EPC projects, including both greenfield and brownfield environments. The Regional HSE Manager serves as a key partner to Operations and project leadership and is expected to influence performance, develop HSE personnel, manage significant risk, and drive consistent execution of PES HSE expectations throughout the full project lifecycle. The successful candidate must be equally capable of operating in the field, working with project and operational leadership, and representing PES with clients, owners, and regulatory agencies.

Requirements

  • Minimum 12 years of progressive responsibility of HSE performance within self-perform construction, EPC, power generation, heavy industrial, petrochemical, refining, process, or similarly complex operations.
  • Demonstrated experience providing HSE leadership for large, complex construction projects or portfolios of projects.
  • Experience supporting the construction of power generation facilities, heavy industrial facilities, process plants, refineries, and/or petrochemical facilities.
  • Experience working in both greenfield and brownfield/operating-facility environments.
  • Demonstrated understanding of HSE requirements and risk management throughout the full EPC project lifecycle, from preconstruction and engineering through construction, commissioning/startup, and turnover.
  • Experience leading and developing HSE professionals across multiple projects or locations.
  • Demonstrated ability to partner with Operations and project leadership while maintaining appropriate HSE standards and professional independence.
  • Experience interacting directly with owners, clients, senior leadership, and regulatory agencies.
  • Strong knowledge of applicable OSHA regulations and recognized construction and industrial HSE practices.
  • Strong incident investigation, risk assessment, auditing, and corrective-action management capabilities.
  • Ability to analyze HSE performance information and translate findings into practical operational actions.
  • Strong written, verbal, presentation, and interpersonal communication skills.
  • Ability to manage multiple priorities and projects in a geographically dispersed organization.
  • Candidate must hold at least one current professional certification issued by the Board of Certified Safety Professionals (BCSP): Construction Health and Safety Technician (CHST), Safety Management Specialist (SMS), or Certified Safety Professional (CSP).
  • CSP or SMS certification is strongly preferred given the leadership and organizational responsibilities of the position.

  • Experience supporting project pursuits, proposals, client presentations, and preconstruction planning.

Responsibilities

  • Lead HSE performance across assigned divisions and projects throughout the United States, ensuring consistent execution of company HSE standards and expectations.
  • Partner with Operations and project leadership to integrate HSE into the full project lifecycle, from pursuit and preconstruction through construction, commissioning/startup, and turnover.
  • Monitor project HSE performance, identify trends and significant risks, and drive appropriate corrective actions and continuous improvement.
  • Provide HSE leadership and technical guidance for complex and high-risk construction activities, including work within operating industrial facilities.
  • Maintain regular field presence to assess execution, engage project teams, and ensure effective management of HSE risks.
  • Support project HSE planning, staffing, risk assessments, subcontractor management, and other project-specific HSE needs.
  • Lead, coach, and develop HSE Managers, Supervisors, Technicians, and other assigned HSE personnel.
  • Establish clear expectations and accountability while developing the technical and leadership capabilities of the HSE team.
  • Assess project HSE staffing and resource needs based on project size, complexity, risk, and performance.
  • Foster a culture of ownership, operational partnership, accountability, and continuous improvement.
  • Represent PES with clients, owners, senior leadership, and regulatory agencies on HSE matters.
  • Participate in executive and client HSE meetings, performance reviews, and significant project discussions.
  • Lead or provide oversight for significant incident investigations, regulatory interactions, and corrective actions.
  • Build and maintain strong client relationships and ensure HSE concerns are addressed effectively and in a timely manner.
