About The Position

The Program Applications Specialist performs Program Analyst duties and provides a high level of administrative and data support. The position fills a Clinic Profiler role, ensuring accurate creation, validation, and management of clinic profiles. The incumbent provides clinical data reporting and timely, accurate data retrieval related to clinic management, along with technical advice and guidance.

The role involves a complex blend of computing technology, medical information, communication, and leadership in a rapidly changing environment. The specialist is responsible for new clinical establishments in VISTA, understands the complexities of clinic setup, and provides technical guidance to ensure clinics operate as requested. The position is with the Phoenix VA Health Care System and is not virtual.

Requirements

• U.S. citizenship.
• For current or former Federal employees with a GS grade in the past 52 weeks, meet the GS-09 time-in-grade requirement of 52 weeks at GS-07; supporting SF-50 documentation is required.
• Qualify through one year of specialized experience equivalent to at least GS-07, including experience with computing technology and medical information, clinical setup and technical guidance, VA and Data Management policies for healthcare scheduling and delivery, health administrative software for profiles and scheduling systems, and spreadsheets, databases, and organizational tools.
• Alternatively, qualify through a master's or equivalent graduate degree, two full years of progressively higher-level education toward such a degree, or a related LL.B. or J.D.; transcripts are required when qualifying through education.
• Alternatively, qualify through a combination of specialized experience and education beyond one full year of graduate-level education; transcripts are required.
• Complete the required application steps and online assessment.
• Selected applicants are subject to background/security investigation and, for testing-designated positions, urinalysis screening for illegal drug use.
• Males born after 12/31/1959 must meet Selective Service registration requirements.
• Participate in the seasonal influenza vaccination program as a Department of Veterans Affairs Health Care Personnel requirement.
• Serve a one-year probationary period or two-year trial period, as applicable.
• Complete required onboarding and pre-employment steps, including fingerprinting, background check, credentialing, and medical examination, within the timelines specified after a tentative offer.

Responsibilities

• Create and manage new clinical establishments in VISTA and provide technical guidance on clinic setup.
• Review active clinics and provide detailed analysis of findings to management annually, as requested.
• Conduct audits using locally produced, management-approved worksheets and submit them regularly as requested.
• Review clinic cancellation, remapping, deactivation, and reactivation requests to ensure compliance with local PVAHCS policies and procedures.
• Assist clinics and services in reviewing clinic utilization data using VISTA or VHA Support Service Center (VSSC) reports.
• Research and identify training needs for Phoenix VA Health Care System staff in clinic setup, maintenance, utilization, Data Management systems, and special projects as directed by management.
• Provide clinical data reporting and timely, accurate data retrieval related to clinic management.
• Perform other related duties as assigned.
