About The Position

This position is assigned to the Police Department’s Finance Unit and reports to the Principal Administrative Analyst. The Management Analyst II is responsible for coordinating procurement and contract activities, along with providing analytical support, budget assistance, and reporting as needed. The primary responsibility of this role is procurement and contract coordination, including the oversight of the full lifecycle of the Police Department’s agreements. The analyst serves as a liaison between the Police Department, the City’s Purchasing Division, and the City Attorney’s Office to coordinate procurement and contract activities. This includes assisting in the development of solicitations, such as Request for Proposals (RFPs), assisting with drafting scopes of work and technical specifications, and drafting contracts, amendments, and related documentation. The analyst tracks procurements and agreements to ensure timely processing and compliance with City policies and is responsible for proactively monitoring agreements, coordinating with divisions well in advance of expiration, and determining appropriate next steps to prevent any lapse in service or compliance. As part of contract oversight, the analyst reviews invoices associated with agreements to ensure charges are consistent with contract terms, authorized scopes of work, and not-to-exceed limits. This includes identifying discrepancies, preventing overpayments, and coordinating with vendors and staff to resolve issues as needed. The position also supports the procurement process by preparing City Council agenda materials, including staff reports, briefing materials, and fact sheets for agreements requiring formal Council approval. While not the primary focus, the role also provides budget support as needed, including assisting with budget preparation, expenditure analysis, financial projections, and monitoring of funds and account balances. The analyst may be assigned special projects and is expected to provide analytical support on a variety of departmental initiatives. Performs other duties as assigned. Qualified candidates must successfully complete a police background investigation as part of the pre-employment examinations.

Requirements

  • Bachelor’s Degree in Finance, Public or Business Administration, or a closely related field; and at least three (3) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses; or an equivalent combination of education, training and experience.
  • A valid State driver’s license is required.
  • Knowledge of principles, practices, and methods of administrative, organizational, financial, and procedural analysis.
  • Knowledge of principles and practices of public administration.
  • Knowledge of principles, practices, and methods of municipal budget development and management.
  • Knowledge of basic principles, tools, and techniques of project planning and management.
  • Knowledge of federal, state, and local laws, regulations, and court decisions applicable to assigned areas of responsibility.
  • Knowledge of research methods and analysis techniques.
  • Knowledge of principles and practices of sound business communication.
  • Knowledge of record keeping practices and procedures applicable to areas of assigned responsibility.
  • Knowledge of City administrative policies and procedures applicable to processing budget, fiscal, and purchasing documents and maintenance of public records.
  • Skill in analyzing administrative, budgetary, operational, procedural, organizational, or financial problems, evaluating alternatives and reaching sound, logical, fact-based conclusions and recommendations.
