About The Position

The Director of Emergency Management will be responsible for overseeing the Office of Emergency Management Staff, the Life Safety Systems Division, and the Radio Communications Division. This role involves developing and maintaining budgets, managing mutual aid agreements and contracts, and providing consultation and technical assistance to various stakeholders including the Board, Administration, partnering school districts, emergency managers, first responders, parents, and volunteer agencies. The Director will also provide input on safety and security features for new and renovated facilities, monitor legislative bills related to school safety, and develop, maintain, and evaluate the district’s Emergency Operations Plan and Crisis Response Plans. Key responsibilities include ensuring compliance with emergency management phases, coordinating crisis response planning, implementing a comprehensive school safety plan, and developing emergency protocol checklists for facilities. The Director will manage the Emergency Operations Center (EOC) during activations, assist in maintaining school climate safety, and act as a liaison with external agencies. Collaboration with local emergency responders and regional school districts to enhance emergency response capabilities is crucial. The role also includes coordinating safety and security audits, vulnerability assessments, and emergency response trainings for employees. Oversight of mandatory drills and exercises, conducting safety and security presentations, reporting security incidents, and establishing a school district safety and security committee are also key functions. The Director will participate in professional development, oversee after-action reviews, encourage feedback for program improvement, and manage various safety programs including the Emergency Call Tower, Anonymous Reporting System, Visitor Management System, metal detectors, and radio communications. Regular and reliable attendance is an essential job function.

Requirements

  • Bachelor’s degree with a minimum of five (5) years of successful administration experience in a public school system or an equivalent amount of safety experience in the private sector or public entity (An equivalent combination of education and experience may be considered)
  • Knowledge of Chapter 37 of the Texas Education Code regarding school safety
  • Knowledge of federal and state regulations governing emergency and disaster plans
  • Knowledge of federal and state grant programs related to emergency management and school safety
  • Ability to implement policy and procedures
  • Ability to analyze data, create charts and graphs, develop reports, and identify priorities
  • Ability to work effectively with staff, emergency services, and the public in a multicultural community
  • Ability to maintain confidentiality and integrity of information
  • Must be able to effectively communicate with parents, teachers, and administrators
  • Strong oral and written communications, public relations, and interpersonal skills

Nice To Haves

  • Knowledge and completion of the Incident Command System Certifications (100, 200, 300, 400, 700, and 800) and Incident Command System experience preferred.

Responsibilities

  • Provides supervision to the Office of Emergency Management Staff, the Life Safety Systems Division, and the Radio Communications Division.
  • Develops and maintains the Emergency Management, the Life Safety Systems Division, and the Radio Communications Division budgets to achieve fiscal responsibility.
  • Develops and manages Mutual Aid or Memorandums of Understanding agreements with school districts, stakeholder agencies, and the private sector.
  • Develops and manages contracts with partnering school districts, stakeholder agencies, and vendors.
  • Provides consultation and technical assistance to the district’s Board and Administration, partnering school districts, emergency managers, first responders, parents, volunteer agencies, and all others involved in community-wide emergency management efforts.
  • Provides consultation and technical assistance for safety and security features during the design phase for new schools, facilities, or buildings scheduled for renovations.
  • Monitor legislative bills on school safety and security and provide guidance to achieve compliance.
  • Develops, maintains, and evaluates the district’s Emergency Operations Plan, and the Crisis Response Plans for each campus and facility (TEC 37.108).
  • Ensure that the district, campuses, and facilities follow the five phases of emergency management (prevention, preparedness, mitigation, response, and recovery) (TEC 37.108).
  • Coordinate district-wide crisis response planning efforts.
  • Implement a comprehensive school safety plan that outlines emergency and safety procedures for all district employees and students to follow. The plan will address the roles and responsibilities of Principals, Assistant Principals, teachers, staff, and students.
  • Develop a checklist for each district facility that provides step-by-step emergency protocols for specific emergencies that is readily available for staff to follow during an emergency.
  • Coordinates and manages the district’s Emergency Operations Center (EOC) during times of activation for planned events or disaster response and recovery efforts.
  • Maintain the safety of each school climate by assisting principals and other administrators in being proactive to emergency situations, conducting safety trainings, implementation of the buildings’ emergency response procedures.
  • Act as a liaison and representative for CFISD between all first responders, Region 4 Education Service Center, Harris County Department of Education, and partnering districts.
  • Collaborate and coordinate with local emergency responders and regional school districts to develop strategies and protocols to enhance emergency response capabilities by attending trainings, conferences, meetings, and staff development.
  • Coordinate all required safety and security audits of district facilities in compliance with the guidelines from Texas School Safety Center (TEC Sec. 37.108).
  • Coordinate all vulnerability assessments conducted by the Texas Education Agency.
  • Assist, maintain, and facilitate the required emergency response trainings for all district employees, including substitute teachers (TEC Sec. 37.108).
  • Oversee, assist, and evaluate the mandatory drills and exercises required for each school and non-instructional facility (TEC Sec. 37.108) (TEC 37.114).
  • Perform safety and security presentations related to emergency management.
  • Report any security incidents and unusual or hazardous conditions to appropriate authorities and central administration.
  • Establish a functioning school district safety and security committee as determined by the Texas Education Code and serve as the committee’s facilitator (TEC Sec. 37.109).
  • Participate in professional development activities to maintain current knowledge of Chapter 37 and school safety and security directives.
  • Oversee, organize, and facilitate all after action reviews and improvement plans for any emergency drills, planned events, or declared disasters.
  • Encourage feedback from administrators, teachers, staff, and emergency responders to enhance and advance the capabilities of the emergency management program.
  • Oversee, organize, and evaluate the district’s Emergency Call Tower program.
  • Oversee, organize, and evaluate the district’s Anonymous Reporting System.
  • Oversee, organize, and evaluate the district’s Visitor Management System.
  • Oversee, organize, and evaluate the district’s metal detectors program.
  • Oversee, organize, and evaluate the district’s radio communications program.
  • Other duties as assigned by the Superintendent and Chief of Police.
