About The Position

We seek an enthusiastic and experienced Clinical Program Manager for our Adult Outpatient Programs. This position is responsible for ensuring high-quality, trauma-informed, culturally responsive behavioral health services while maintaining compliance with Medi-Cal, CalAIM, county contract requirements, and agency policies. Reporting directly to the Director of Adult Outpatient Programs, the operational base of this position will be in our office at 27206 Calaroga, Ste 107, Hayward, CA 94545, with this role being a hybrid remote schedule based on programmatic and organizational needs. This role will uphold and champion the agency’s mission, vision, and values and contribute to a collaborative and inclusive work culture. The Clinical Program Manager oversees staff performance and training, clinical quality, program contracts, design, and operations, service delivery outcomes, documentation compliance, productivity standards, and program development initiatives. This position serves as a key liaison between frontline staff, agency leadership, county partners, and community stakeholders to ensure effective service delivery and positive client outcomes.

Requirements

  • MA/MS/PsyD/PHD in Psychology, or related field
  • Must hold current and active State of CA License to provide counseling and supervision of staff
  • At least 2 years of management experience
  • 2 years post licensed
  • Knowledge of principles and practices of modern clinical psychology, including psychopathology, personality theory, and diagnostic interviewing.
  • Knowledge and experience with psychotherapy including: crisis stabilization, brief therapy and behavior change, casework, systems theory, family therapy, community psychology, and community mental health.
  • Experience working with Severe Mental Illness (SMI) populations and principles of case management, individual rehabilitation, family supports, supported services (housing, employment, education), and crisis interventions.
  • Ability to establish and maintain effective working relationships with clients and staff of all levels.
  • Ability to determine the needs of individual situations regarding diagnostic and therapeutic techniques, taking a practical course of action, and following through with effective engagement plans.
  • Demonstrates and models excellent “customer service” orientation and ability to work with diverse populations.
  • Exercises extreme discretion with the ability to hold, balance, and transmit public and confidential information needed by various parties.
  • Proficient in MS Office and Google Workspace products.
  • Valid CA Driver’s license required.

Responsibilities

  • Maintains a clear record of all supervisees and adheres to all BBS requirements for supervision of associate staff.
  • In the absence of a Program Supervisor or Director, meet with the various Adult OP Teams to provide consultation on diagnosis and establish Medical Necessity, and complete Assessments as required by Medi-Cal Specialty Mental Health.
  • Supports staff with psychological or family functioning evaluations; coaches on appropriate diagnostic procedures; conducts clinical interviews with clients/families and other interested persons to develop information pertinent to either diagnosis or a family treatment plan.
  • Provides individualized training and support for client treatment, which may include: assessments, crisis interventions, treatment plans, psychotherapy, family counseling, individual rehabilitation, and case management, depending on the scope of the program for which services are offered.
  • Meets with Staff Therapists, Counselors and Case Managers, and other treatment team members for therapeutic interviews and case management as needed, including guiding the client/family in understanding his/her illness and contributing personal, social, and economic factors; assisting client/family in developing realistic plans; monitoring symptoms; advising client/family on community resources; and making referrals and other linkage arrangements as necessary.
  • Provide on-call clinical consultation and leadership support on a rotating or as-needed basis during weekends and holidays for urgent, high-risk client situations requiring management involvement.
  • Provide clinical leadership to all programs, including consultation, supervision, documentation review, and documentation completion as assigned by the Director.
  • Support the Director and Supervisory staff of Adult Programs in reporting, program design, county and funder meetings, and clinical and administrative tasks as necessary.
  • Actively network and collaborate with internal and external stakeholders to enhance program services and agency objectives.
  • Lead and collaborate on special projects related to the success of Adult OP programs.
  • Participate in the hiring of program staff: using network connections to identify appropriate entities for staff recruitment, developing and updating job descriptions and interview questions, and collaborating with other leadership staff on final selections and onboarding.
  • Coordinate and hold responsibility for onboarding and orientation of new staff and trainees (including credentialling, BBS supervisory agreements, and county system access points).
  • Provide information on program transfers to the Adult Outpatient Director and Supervisory leadership across all Adult OP programs, including contractual, fiscal, operational, and service delivery.
  • Collaborate with Adult Outpatient Director, Supervisory leadership across Adult OP programs, and Chief Clinical Officer (CCO) to regularly review, update, and codify procedures not already covered in program manuals (staff onboarding, intake processes, documentation, Officer of the Day protocols, data collection, tracking, and reporting).
  • Ensure consistent dissemination of updated policies, procedures, and regulatory requirements in collaboration with the Director of Adult OP and Chief Clinical Officer.
  • Support program transitions, implementation of new initiatives, and organizational change management.
  • Meet with the Adult Outpatient Director and CCO, as well as any other Supervisory Leadership or La Familia staff as needed for collaborative initiatives.
  • Support the Director and Supervisory staff of Adult Programs in all other clinical and administrative tasks as necessary as requested.
  • Provide day-to-day supervision, guidance, and support to assigned staff.
  • Establish clear performance expectations, delegate tasks effectively, and monitor staff performance and accountability measures.

  • Regular informal feedback (in addition to organizationally-determined formalized feedback processes) to ensure that all staff continue to develop professionally over time.
  • Review, maintain, update, and prepare to distribute Program Manual updates for each program and Staff Orientation materials in collaboration with the Director and CCO.
  • Establish and enforce expectations for professional ethical conduct.
  • Develop, edit, and implement training processes and materials for all staff in collaboration with the Director and CCO.
  • Support the development of graduate trainees assigned in collaboration with the MPTI Clinical Training Leader (CT), Director, and CCO.

  • Track performance expectations for programs and staff members, most notably hours of billable services, documentation standards, and quality clinical interventions in collaboration with the Director and CCO for assigned staff or MPTI trainees.
  • Collaborate to develop, maintain, and verify quality standards for the program in partnership with La Familia’s Quality Assurance Department and CCO.
  • Review and understand the scope of work from contracts for programs across the Adult Outpatient Department, including: performance expectations, staffing levels, reporting, regulatory bodies, policy requirements, and program meetings.
  • Monitor contract deliverables, reporting deadlines, and performance measures.
  • Collaborate with the department Director, CCO, and La Familia Strategy and Development in identifying, pursuing, and fulfilling appropriate funding opportunities for the Department or Agency.
  • Participate in funder meetings and collaborative efforts, as needed by the Director and CCO, in collaboration with other department leadership.
  • Communicate effectively, proactively, and professionally with funder representatives and community partners at all levels.
  • Hold strategic vision for smooth program operations during staffing changes or emergencies by providing coverage for essential duties when positions are vacant.
  • Temporarily fill in unstaffed roles until the position is filled.
  • Prioritize workload and allocate resources to maintain service delivery during staffing transitions including holding caseload or holding groups as needed and in collaboration with the Director of Adult OP.
  • Communicate staffing needs and operational impacts to leadership promptly.
  • Support cross-program collaboration to maximize service delivery.
  • Complete assigned work on or before deadlines in accordance with directives, policies, standards, and prescribed procedures.
  • Ensure staff and/or MPTI Trainees complies with established work schedules, attendance, and punctuality requirements.
  • Monitor and approve employee timecards, including daily clock-in/out, breaks, overtime, and leave for any assigned staff.
  • Ensure employees take required meal and rest breaks in compliance with labor laws and agency policy.
  • Submit approvals on time to support accurate payroll processing.
  • Investigate and resolve timesheet discrepancies in collaboration with the Director and escalate unresolved issues to HR/Payroll.
  • Enforce organizational policies, procedures, and compliance with applicable labor laws.
  • Complete internal reports as requested by the Director, CCO, and executive and administrative staff members.
