The Information Technology Specialist will serve in FEMA’s Mitigation Directorate within the Office of Resilience, supporting IT systems analysis and modernization. The role involves assessing legacy systems and current processes, identifying capability gaps and modernization opportunities, gathering and documenting stakeholder requirements, evaluating proposed solutions, and translating business needs into technical specifications. The specialist will coordinate with technical and program teams, support testing and validation, communicate recommendations and implementation status, and monitor whether implemented changes improve system performance and mission support. FEMA employees have regular and recurring emergency management responsibilities. All positions may be recalled at any time for emergency operations, potentially involving irregular hours, duties outside the official position description, and work away from the official duty station. Deployment travel may be extensive, with little advance notice, and may involve extended assignments at physically austere and operationally challenging emergency sites. The position requires the ability to deploy anywhere in the United States and its territories for an extended period with little or no advance notice. Selected applicants must undergo and maintain a High Risk background investigation. The role requires U.S. citizenship, Selective Service registration where applicable, and the ability to obtain and maintain a Government credit card. Current federal employees must meet time-in-grade requirements. A three-week in-person training course in Emmitsburg, Maryland, must be completed within six months of onboarding; FEMA will cover travel expenses. A one-year probationary period applies to new Federal competitive service employees and new supervisors or managers.
