About The Position

The primary purpose of this position is to analyze, manage, or perform work necessary to provide optimum use of operating systems by planning, testing, and implementing modifications, and solving problems and accomplishing work processes in support of the installation's information technology (IT) architecture and business needs. The role provides technical assistance in IT operating systems, evaluates new systems engineering technologies and their effect on the operating environment, acts as a Quality Assurance Evaluator for contractor-delivered systems and services, and monitors and fine-tunes systems environment performance.

Requirements

• U.S. citizenship is required.
• Must meet the OPM Qualification Standards for the Information Technology Management Series, GS-2210.
• Must demonstrate IT-related experience in attention to detail, customer service, oral communication, and problem solving.
• Must have at least one year of specialized experience at the GS-09 level or equivalent, or qualify through the stated doctoral degree or graduate education alternative.
• Merit promotion applicants must meet applicable time-in-grade requirements; one year at GS-09 is required for GS-11 consideration where TIG applies.
• Knowledge of operating systems software principles, practices, and methods; life cycle management; IT infrastructure; emerging technologies; and security methods and principles.
• Knowledge of operating environment functionality and operability sufficient to determine requirements, integrate them with overall system design, and act as a quality assurance evaluator.
• Knowledge of IT principles, practices, and systems analysis to install, configure, test, and implement modifications and interface hardware and software with operating systems.
• Knowledge of performance management and measurement methods to monitor systems data and tune application systems.
• Ability to analyze and develop system modifications that require significant revisions to original logic or techniques.
• Ability to communicate effectively orally and in writing to coordinate technical support of applications.
• Must be able to obtain and maintain a security clearance if required.
• Cyber qualification (Security+) is required within 6 months, and resident qualifications within 12 months.
• A driver's license is required.
• Must meet applicable Selective Service registration requirements for males.
• May be required to complete a one-year probationary period or two-year trial period, depending on position type.
• Must submit transcripts if using education to qualify; foreign education must be shown equivalent to U.S. education.

Responsibilities

• Provide technical assistance in the area of information technology operating systems.
• Evaluate new systems engineering technologies and their effect on the operating environment.
• Act as Quality Assurance Evaluator for contractor-delivered systems and services.
• Monitor and fine-tune performance of the systems environment.
• Install, configure, test, and implement vendor-supplied modifications to existing systems software; develop or evaluate test data to validate modifications and migrate modifications into production systems.
• Use the operating environment to monitor systems performance and consult with application developers about effects of changes to the operating environment on end-user applications.
• Test and monitor systems performance, make adjustments to correct deficiencies, and prevent problems.
• Evaluate, select, and coordinate acquisition of appropriate systems software packages and hardware.
