About The Position

Responsible for day-to-day Human Resources (HR) operations while providing leadership in talent management, employee relations, recruitment, volunteer administration, agency-wide training and development, safety initiatives, workers' compensation administration, and risk management programs. This role involves providing guidance and consultation to supervisors and employees regarding HR policies, employment practices, and organizational procedures, ensuring compliance with laws and regulations, and analyzing HR metrics to prepare reports for leadership. The position also includes managing personnel records, participating in organizational planning, conducting orientation and onboarding, monitoring trends to identify risks, and conducting workplace investigations. Additionally, it involves planning, directing, and supervising employee benefits programs and staying aware of developments in the HR and volunteer management professions.

Requirements

  • Bachelor’s degree in human resources management, public administration, or related field
  • Five years of progressively skilled experience in human resources or volunteer management, including supervision of others.
  • Valid Ohio Driver’s License that meets Five Rivers MetroParks’ insurance carrier guidelines.
  • Must successfully complete a background check and drug screening test prior to employment.

Responsibilities

  • Provide guidance and consultation to supervisors and employees regarding HR policies, employment practices, and organizational procedures.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Interpret personnel policies, labor agreements, and applicable employment regulations.
  • Assist in developing HR initiatives that support organizational goals and employee engagement.
  • Analyze HR metrics and prepare reports for leadership.
  • Maintain personnel records and ensure confidentiality of information.
  • Participate in organizational planning and strategic initiatives.
  • Conduct orientation and onboarding programs.
  • Monitor trends such as turnover, absenteeism, injuries, grievances, and claims to identify organizational risks and recommend risk management strategies.
  • Conduct workplace investigations.
  • Plans, directs, and supervises the operation of various employee benefits programs including wellness, health, life, retirement, disability and employee care.
  • Maintains awareness of developments and trends occurring within both human resource and volunteer management professions through in-service workshops, meetings, conferences, professional literature and organizational memberships.
  • Maintains the highest level of integrity and professionalism in all aspects of performance.
  • Maintains confidentiality of confidential or sensitive records and information.
  • Works assigned schedule, exhibits regular and punctual attendance and works outside of normal schedule as required.
  • Advise supervisors regarding employee performance, coaching, and corrective action.
  • Conduct workplace investigations and recommend appropriate actions.
  • Coordinate disciplinary processes and documentation.
  • Assist with conflict resolution and employee concerns.
  • Manage full-cycle recruitment activities including job postings, applicant screening, interviews, selection processes, and onboarding.
  • Develop recruitment strategies to attract qualified candidates.
  • Assist departments with workforce planning and succession planning initiatives.
  • Coordinate leave administration, including FMLA, ADA accommodations, military leave, and other protected leaves.
  • Develop and administer workplace safety initiatives that promote a culture of safety.
  • Coordinate safety committee meetings and initiatives.
  • Investigate workplace injuries, accidents, and near-miss incidents.
  • Coordinate workers' compensation claims and return-to-work programs.
  • Oversee the benefit enrollment process.
  • Administer the agency's volunteer management program.
  • Coordinate volunteer recruitment, selection, onboarding, orientation, and recognition activities.
  • Maintain volunteer records and ensure compliance with agency policies.
  • Develop volunteer training materials and operational procedures.
  • Coordinate volunteer background checks and required documentation.
  • Work collaboratively with departments to support volunteer needs and ensure a positive volunteer experience.
  • Evaluate volunteer program effectiveness and recommend improvements.
  • Develop, coordinate, and administer the agency's employee training and professional development programs.
  • Manage the agency's Learning Management System (LMS) and training records.
  • Coordinate mandatory compliance training, leadership development, and professional skills training.
  • Identify organizational training needs through collaboration with department leadership.
  • Evaluate training effectiveness and recommend continuous improvements.
  • Research, develop, and/or facilitate instructor-led and online learning opportunities.
  • Maintain agency training calendars and certification records.
  • Assist supervisors with creating probationary work plans.
  • Act as a lead to establish and oversee internal agency communication efforts.
  • Provides service to the public, responding to questions, offering assistance, and providing information.
  • Collaborates internally, within and across departmental boundaries, to provide information and service to others in the organization to contribute to the effective operation of the agency and all staff.
  • Makes presentations to the public, civic groups, and other organizations to provide information about MetroParks, its facilities and its services.
  • Performs other duties as assigned.
  • Directly supervises assigned staff.
  • Carries out supervisory responsibilities in accordance with the MetroParks’ policies and applicable laws, and delegated authority.
  • Responsibilities include participating in, and making recommendations pertaining to the selection, discipline of employees, and other personnel decisions.
  • Plans and delegates work assignments, trains employees, provides guidance resolves work issues, and ensures work complies with policy and performance standards.
