About The Position

The Human Resources Manager is responsible for managing the day-to-day HR functions for Earth Work Solutions, a heavy civil dirt work construction company headquartered in Gillette, Wyoming, with projects throughout the state. This hands-on position supports leadership, superintendents, payroll, safety, and employees while focusing on recruiting, employee relations, compliance, onboarding, and workforce development.

Requirements

  • Strong knowledge of HR practices, employee relations, and employment-law compliance.
  • Working knowledge of FLSA, wage-and-hour requirements, and payroll practices.
  • Knowledge of union environments and ability to interpret and apply union labor agreements.
  • Strong recruiting and interviewing skills, preferably with construction or skilled-trade employees.
  • Excellent communication, organization, problem-solving, and conflict-resolution skills.
  • Ability to work effectively with field employees, superintendents, leadership, union representatives, and office staff.
  • Ability to handle confidential information and sensitive employee matters with professionalism and sound judgment.
  • Proficiency with HRIS, payroll systems, Microsoft Office, and similar software.
  • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience.
  • 5+ years of progressive HR experience; construction, heavy civil, or skilled-trades experience strongly preferred.

Nice To Haves

  • Prior experience supporting union employees and/or administering union labor agreements preferred.
  • HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred but not required.

Responsibilities

  • Lead recruiting efforts for equipment operators and laborers, primarily supporting projects in Gillette, Douglas, Cheyenne, and other Wyoming locations.
  • Manage employee onboarding, including union and non-union employees, pre-employment drug screenings, required documentation, and orientation.
  • Maintain working knowledge of applicable union labor agreements, wage rates, classifications, dispatch requirements, and related requirements.
  • Partner with payroll to ensure employees are paid accurately and timely and support compliance with FLSA and other wage-and-hour requirements.
  • Maintain accurate and compliant personnel files, I-9s, employee records, and HRIS information.
  • Support superintendents and managers with employee relations, coaching, performance issues, disciplinary actions, and documentation.
  • Educate employees and supervisors on company policies, procedures, workplace expectations, and HR processes.
  • Support employee development, training, retention, and career-growth initiatives.
  • Partner with safety and operations on employee training, certifications, onboarding requirements, and workforce needs.
  • Assist with benefits administration, leave processes, workers' compensation, unemployment, and other HR-related matters.
  • Maintain confidentiality and stay current on applicable employment laws, HR best practices, and construction workforce practices.
  • Perform other related duties as assigned.
