About The Position

This is a temporary position within the State Highway Administration's (SHA) District 5 (Anne Arundel County). The HR Specialist (Administrative Officer I) provides administrative and professional assistance to various leaders and team members in the District 5 Administrative section, which includes Human Resources, Training, and Performance Excellence. The role involves managing employee records and filing systems, assisting hiring managers with selection plans, and handling recruitment processes. Additionally, the position supports open enrollment, assists staff with HR systems, and serves as the timekeeper for the district office, with backup duties for shop timekeeping.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • One (1) year experience in administrative or professional work.
  • One (1) year of the required experience must have involved experience applying personnel policies and procedures in one or more of the following areas: recruitment practices, retirement and health benefits, payroll and/or timekeeping.
  • Candidate must possess a motor vehicle operator's license valid in the state of Maryland.

Responsibilities

  • Provide administrative and professional assistance to the Assistant Administrative Section Chief, Administrative Section Chief, Administrative Assistant, and other team members in the District 5 Administrative section (Human Resources, Training and Performance Excellence sections).
  • Manage the employee record and filing systems.
  • Assist hiring managers with preparing selection plans for District and shop vacancies.
  • Obtain required signatures for selection plans and forward them to the recruitment and Examination Section for approval.
  • Print TSHRS and DBAM job announcements, post them on the District bulletin board, file a copy, and email them to District 5 employees.
  • Review and contact candidates on eligible lists using various systems.
  • Coordinate with panels on setting interview dates and times.
  • Set up PPP appointments and manage background investigation paperwork and pre/post-employment documentation.
  • Receive interview summaries from hiring managers, review for errors, obtain required signatures, and submit to R&E for review and approval.
  • Notify hiring managers when an offer can be made and provide pertinent offer information.
  • Assist with open enrollment and helping staff log into Workday and OSCTS.
  • Serve as the timekeeper for the district office and backup for shop timekeeping duties.
