About The Position

Reporting to the Vice President of Human Resources, the Human Resources Manager plays a vital role in fostering an engaged, compliant, and effective workplace environment for employees. The Human Resources Manager is responsible for overseeing the following functional areas: benefit administration, professional development, onboarding, and general day-to-day operations of the department. The Human Resources Manager works closely the with Vice President in their effort to support employee relations, employee engagement and professional development, performance evaluation, policy implementation, recruitment, and employment law compliance. This position oversees a part-time Human Resources position. This position works closely with the Human Resources Generalist.

Requirements

  • Master's degree in human resources or related field required.
  • A minimum of 4 years of experience in human resources.
  • Experience with automated payroll system preferred.
  • Excellent Microsoft Office Software skills including Word, Excel, PowerPoint, and Outlook; capability to generate reports from a human resource information system and other spreadsheets as required.
  • Excellent written and oral communication skills.
  • Able to multi-task, work independently, has attention to detail, able to think critically, problem solving ability, the ability to analyze data and able to adapt to changing priorities
  • Employees of Cecil College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia, or the District of Columbia.

Responsibilities

  • Oversees the general daily operations of the human resources office.
  • Supervises a part-time human resources employee; provide mentorship and support to HR Generalist position.
  • Manage and lead the bi-weekly payroll process ensuring Human Resources related payroll responsibilities are completed accurately and are compliant with applicable state and federal laws.
  • Oversee HRIS and payroll data integrity by reconciling and validating employee data, supporting routine reporting needs
  • Assist HR Generalist with complex HRIS related inquiries.
  • Manages all aspects of personnel records administration, including personnel files and electronic records
  • Manage and streamline the onboarding process and orientation programs to ensure a seamless and welcoming experience for all employees
  • Responsible for the administration of employee benefits, retirement plans, Group Life and AD&D plans, worker’s compensation, FMLA, and ADA
  • Serves as primary Retirement Coordinator for the Maryland State Retirement and Pension System; assists employees with the retirement process.
  • Attend training as needed to maintain active coordinator status.
  • Conducts and oversees the open enrollment for benefits with the assistance of the HR Generalist.
  • Presents benefit information to employees as needed.
  • Serve as primary employee contact for FMLA, ADA, and FAMLI/Time to Care Act.
  • Provide timely information to employees, supervisors, and third party providers to ensure compliance with state and federal regulations.
  • Analyze human resources processes and procedures, including evaluation, recruitment, and other functions, develop recommendations for improvements, and implement.
  • Collaborate and assist the Vice President of Human Resources to resolve employee relations issues.
  • As directed lead employee investigations and/or grievance process.
  • Collaborate with the VP of Human Resources on policy revisions.
  • Oversee employee professional development, including organizing, designing and/or delivery of professional development programs.
  • Serve as HR liaison on search committees as directed by Vice President of Human Resources.
  • Prepare and analyze reports for internal and external stakeholders as needed to maintain compliance with necessary reporting requirements.
  • Serve on college wide committees as needed
  • Serve as the lead representative on the Health Advisory Committee (HAC).
  • Attend human resources related training as directed by Vice President of Human Resources.
  • Performs other duties as assigned
