The OSFM is recruiting for an HR Analyst (Human Resource Analyst 1). We are seeking an approachable, team‑oriented Human Resource Analyst to join our small but highly collaborative HR team. In this role, you will provide essential support to employees and managers by administering protected leave programs, coordinating recruitments, orienting new employees, assisting with payroll processes, and maintaining accurate personnel data. You’ll apply HR laws, policies, and procedures while offering clear, supportive guidance that helps employees navigate complex processes with confidence. Requirements

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; OR Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience; OR Three years of Human Resource paraprofessional or technical-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.
  • Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.

Nice To Haves

  • Experience using Workday to process HR tasks and functions
  • Skill in ensuring accuracy and compliance with state payroll and time entry processes in Workday
  • Knowledge and ability to administer protected leave programs, including FMLA, OFLA, and Paid Leave Oregon
  • Ability to work effectively as part of a team and build strong interpersonal relationships
  • Experience performing audits or verifying the accuracy of data
  • Proficiency using SharePoint for document management and collaboration
  • Experience coordinating or managing training through Workday Learning
  • Workday and/or State of Oregon HR experience
