Requirements

  • Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • One year of paraprofessional analytical experience and a bachelor’s degree
  • An equivalent combination of experience and training
  • Meet the PA residency requirement
  • Be able to perform essential job functions

Responsibilities

  • Evaluate discipline and contractual grievance cases and take steps to gather facts and develop agency positions
  • Provide interpretation of collective bargaining agreements and offer direction to supervisors and managers
  • Assess disciplinary requests, recommend actions, and prepare related letters and documents
  • Participate in investigations involving sensitive matters and help prepare agency responses
  • Assist with negotiations, brief managers on contract changes, and support labor arbitration preparation
  • Develop training materials and coordinate with other HR programs on employee relations topics
