About The Position

The Department of Conservation and Recreation (DCR) Office of Human Resources is seeking a professional to support the Transactions Team as an HR Analyst. This role is responsible for accurate and efficient administration of human resource operations, including payroll processing, personnel file maintenance, data entry into Cardinal, time/leave management, benefits administration, and other administrative tasks. The position is eligible for a hybrid telework schedule (2 days per week). DCR is the state's lead conservation agency, dedicated to conserving the natural, scenic, historic, and cultural resources of the Commonwealth.

Requirements

  • Proficient with Microsoft Office Suite or related software (Word, Excel, Outlook).
  • Considerable experience functioning in a high-volume, fast-paced environment.
  • Demonstrated application of federal and state policies and procedures related to Human Resources.
  • Considerable experience keying the full range of transactions into HRIS Systems.
  • Considerable work experience reviewing, analyzing, and reconciling payroll.
  • Ability to prioritize, perform multiple tasks simultaneously, and work independently to meet deadlines with minimal supervision.
  • Strong analytical skills with experience performing reconciliations.
  • Strong problem-solving and decision-making skills.
  • Experience preparing, processing, tracking, and filing a large volume of employment and position transactions.
  • Ability to communicate effectively, both verbally and in writing, with diverse individuals and groups.
  • Excellent interpersonal and customer service skills.
  • Excellent organizational skills and attention to detail.
  • Experience delivering training presentations to internal staff.
  • A valid Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.
  • Selected candidate(s) will need to complete the I-9 Employment Eligibility Verification Form.
  • DCR participates in E-Verify.

Nice To Haves

  • Demonstrated exposure to application and processing of benefits and benefits coordination.
  • Ability to transact, manage, and report on personnel data, various spreadsheet and other data management software.
  • Experience keying into Commonwealth of Virginia HR Systems (Cardinal, PageUp, VNAV, etc.).

Responsibilities

  • Serve as the key HR Office contact, assisting internal and external customers and providing HR answers and guidance daily via phone, in-person, and email.
  • Directly handle HR transactions, including keying/entry, analysis, and management of employee data.
  • Coordinate the onboarding process by providing necessary paperwork and information, and manage the off-boarding process, ensuring proper auditing, tracking, and procedures are followed.
  • Conduct HR orientation for new hires.
  • Serve as the HR office lead for creating, maintaining, and retaining personnel records in accordance with state policy.
  • Aid the HR Team in areas such as recruitment, benefits, and employee relations.
