About The Position

The Department of Transportation, Human Resource Office is searching for a Human Resource Analyst 3 to help resolve complex issues and improve consistency across the Department. This position gives you the opportunity to shape policy decisions and support managers, ensuring concerns are addressed fairly and effectively. In this role, you will lead employee relations and labor relations activities across assigned areas of the Department, ensuring that concerns are reviewed thoroughly and actions are supported by sound reasoning. You will play a central role in guiding decision makers, resolving complex issues, and supporting consistent and fair practices.

Requirements

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or An equivalent combination of experience and training.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.

Responsibilities

  • Coordinate activities, guide supervisors, and support consistent application of labor policies
  • Analyze grievances, prepare summaries, and assist in presenting cases at multiple review levels
  • Interpret agreements and Department policies and provide clear explanations to staff
  • Gather information, prepare documentation, and assist attorneys with hearings and legal actions
  • Develop and deliver training on labor relations topics and update instructional materials
  • Research cases, prepare witnesses, and represent the Department at unemployment hearings
