Requirements

One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree
An equivalent combination of experience and training
Meet the PA residency requirement
Be able to perform essential job functions
A conditional offer of employment will require a medical examination
Submission and approval of satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance

Responsibilities

Supervise timekeeping staff and function as the facility Time Advisor
Review timekeeping procedures, resolve payroll issues, and train supervisors on leave processes
Conduct investigations, guide supervisors, and ensure discipline is applied consistently with policy and contract language
Research cases, prepare responses, and present management positions in meetings and hearings
Lead labor management meetings, negotiate issues, and maintain productive relationships with union representatives
Assist supervisors with employee performance reviews and improvement plans
