Requirements

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree
  • An equivalent combination of experience and training
  • Meet the PA residency requirement
  • Be able to perform essential job functions
  • A conditional offer of employment will require a medical examination
  • Submission and approval of satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance

Responsibilities

  • Supervise timekeeping staff and function as the facility Time Advisor
  • Review timekeeping procedures, resolve payroll issues, and train supervisors on leave processes
  • Conduct investigations, guide supervisors, and ensure discipline is applied consistently with policy and contract language
  • Research cases, prepare responses, and present management positions in meetings and hearings
  • Lead labor management meetings, negotiate issues, and maintain productive relationships with union representatives
  • Assist supervisors with employee performance reviews and improvement plans
