Requirements

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or An equivalent combination of experience and training.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.

Responsibilities

  • Provide supervisory direction, leadership, training, mentoring, motivation, development opportunities, and guidance as necessary to attract, develop, improve, and retain an effective staff complement to meet objectives and standards.
  • Perform placement functions for positions in the central office and field offices.
  • Provide guidance and assistance to hiring managers regarding recruitment options, promotional procedures, examination requirements, and filling of vacancies.
  • Provide interpretations, assistance, advice, guidance, and direction to hiring managers on Merit System Employment Regulations, bargaining unit agreement requirements, Equal Employment Opportunity policies, and agency policies governing placement actions.
  • Prepare job postings and review applications in accordance with talent acquisition rules and collective bargaining agreements.
