Federal Proposal Recruiter

Parsons Corporation•USA VA (Virtual Office), VA
•$88,400 - $154,700

About The Position

Parsons is seeking a Federal Proposal Recruiter to lead full-lifecycle pre-award recruiting activities for federal government contract proposals, primarily supporting defense and intelligence communities. The role supports proposals from opportunity identification through contract award and transition to the funded recruiting team. Candidates in Northern Virginia, Washington, D.C., or Maryland are preferred because periodic in-person meetings, hiring events, and other business activities may be required. The recruiter develops strategies for technical and non-technical roles; translates job, labor-category, security, and customer staffing requirements into sourcing and screening plans; and builds reusable talent pipelines, including for cleared and scarce technical talent. The position partners with proposal, business development, HR, and recruiting leaders to support staffing requirements, timelines, and anticipated awards. It also manages candidate assessment and selection activities, staffing risk updates, recruiting-system records, and compliance with employment laws, company policies, contract requirements, and information-handling procedures. The position contributes to ongoing improvements in proposal recruiting processes.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field and at least 5 years of proposal recruiting experience, or at least 9 years of relevant recruiting experience in lieu of a degree.
  • Experience supporting proposal-related recruiting, pre-award staffing, or capture activities in defense, aerospace, intelligence, federal IT, construction and engineering, or government consulting organizations.
  • Familiarity with federal proposal development, capture management, RFP requirements, staffing volumes, and key-personnel evaluation criteria.
  • Demonstrated success recruiting technical and/or niche professionals in a high-volume, fast-paced government contracting or consulting environment.
  • Experience recruiting candidates for positions requiring Secret, Top Secret, TS/SCI, or other sensitive security clearances.
  • Familiarity with government-contract labor categories, contract-specific qualifications, customer staffing requirements, and personnel ramp-up timelines.
  • Experience sourcing candidates through cleared recruiting networks, professional associations, university and veteran pipelines, employee referrals, and passive-candidate engagement.
  • Ability to interpret technical resumes and assess candidates against requirements.
  • Knowledge of U.S. employment laws, equal employment opportunity requirements, and applicable recruiting compliance obligations.
  • Ability to develop compensation-informed offers and negotiate effectively using internal guidance and external market data.
  • Strong communication, business acumen, organizational, and relationship-building skills.
  • Ability to manage competing priorities, meet time-sensitive staffing objectives, and operate independently.
  • Proficiency with applicant tracking systems, Microsoft Office Suite, and recruiting/sourcing tools.
  • Must be able to obtain and maintain a Secret Clearance.
