About The Position

Praescient Analytics is seeking a skilled, detail-oriented Federal Proposal Writer to develop compliant, compelling, and technically credible content for federal government proposals. The role focuses on writing, editing, and refining substantive proposal narratives, translating complex technical concepts into clear, evaluator-focused responses from kickoff through final delivery. The writer partners with executive leadership, technical subject matter experts, and teaming partners to draft core volumes, conduct editorial reviews, and articulate the company’s discriminators, win themes, and value proposition. The position is remote for candidates residing in the United States. The role covers proposal responses to federal RFPs, RFQs, RFIs, sources-sought notices, and task orders. The writer analyzes solicitation requirements, develops outlines and compliance tools, interviews contributors, edits and integrates content, participates in proposal reviews, supports document production, and maintains reusable proposal materials. Approved generative-AI tools may be used, with all generated content rigorously checked against source documents. Praescient Analytics is a Woman-Owned Small Business providing analytics, data engineering, AI and machine learning, software development, cloud and DevSecOps, cybersecurity, systems integration, and mission-support solutions to federal customers. The company describes its work as helping government organizations turn complex information into actionable outcomes through technical depth, disciplined delivery, and mission understanding.

Requirements

  • At least four years of direct federal proposal writing experience, including responsibility for authoring substantive technical, management, and past performance sections.
  • Exceptional writing, developmental editing, and proofreading skills, including the ability to turn raw SME notes into polished, persuasive proposal prose.
  • Strong understanding of federal acquisition processes, standard RFP structures (Sections C, L, and M), and Shipley- or APMP-aligned proposal methods.
  • Demonstrated experience mapping text to solicitation requirements, compliance matrices, and annotated outlines.
  • Hands-on experience using ChatGPT or enterprise generative-AI tools for drafting, synthesizing, rewriting, and quality control, with rigorous source-verification practices.
  • Advanced proficiency in Microsoft Word, including styles, formatting, tables, and template management; working knowledge of PowerPoint, SharePoint, Teams, and Adobe Acrobat.
  • Ability to manage concurrent writing assignments, meet strict deadlines, and collaborate effectively in a fully remote environment.
  • U.S. citizenship is required due to federal customer and information-access requirements.
  • Ability to successfully pass company background checks and employment verification.

Nice To Haves

  • APMP Foundation certification or formal proposal-writing training, such as Shipley.
  • Experience writing winning proposals for DoD, the Intelligence Community, DHS, DOJ, or civilian federal agencies.
  • Experience writing small-business prime bids, subcontractor inputs, and major IDIQ/GWAC task-order responses.
  • Familiarity with translating IT and data-heavy concepts into lay-friendly federal solution narratives.
  • Bachelor’s degree in English, Communications, Journalism, Business, Information Technology, or a related field; equivalent relevant work experience will be considered.
  • Active or recently held federal security clearance.

Responsibilities

  • Write and integrate compliant, persuasive content for technical, management, staffing, transition, quality, corporate experience, past performance, key personnel, and executive summary sections across federal RFP, RFQ, RFI, sources-sought, and task-order responses.
  • Analyze solicitations and amendments, including Sections C, H, L, and M, SOWs/PWSs, evaluation criteria, and submission instructions, to ensure compliance and requirement traceability.
  • Develop and use annotated outlines, writing plans, compliance crosswalks, and proposal templates.
  • Interview program managers, solution architects, engineers, recruiters, and partner personnel to obtain solution details, proof points, metrics, risks, and win themes.
  • Translate technical solutions in data engineering, analytics, AI/ML, cloud architecture, DevSecOps, cybersecurity, software development, and systems integration into clear narratives for federal evaluators.
  • Substantively edit, rewrite, and organize SME, internal-contributor, and teaming-partner drafts, addressing gaps, unsupported claims, and inconsistent messaging.
  • Conceptualize proposal graphics, callout boxes, tables, and action captions to support written narratives.
  • Participate in Pink, Red, and Gold color reviews and lead content recovery and revision cycles based on reviewer feedback.
  • Conduct reciprocal peer reviews and copy editing across volumes for consistent voice, readability, acronym usage, and adherence to corporate style guidelines.
  • Use approved generative-AI tools for requirements extraction, outline drafting, rewriting, gap identification, and editorial polishing, while validating generated content against source documents.
  • Support document production, formatting, and page-count management in accordance with solicitation limits and standards.
  • Maintain and update reusable content libraries, approved past performance write-ups, resume repositories, capability matrices, and boilerplate materials.
