About The Position

The Sr. Proposal Manager leads the full proposal lifecycle for U.S. federal government opportunities, from opportunity identification through submission and post-award follow-up. The role partners with capture, business development, technical, pricing, finance, contracts, legal, and design teams to develop compelling, compliant proposals that maximize win probability. It is an individual-contributor position with no direct reports. The role is remote, with a strong preference for candidates in the Washington, D.C., Maryland, or Virginia area, and requires travel up to 25% for training, conferences, or client visits. Before proposal development, the manager supports capture strategy through competitive analysis, win-theme development, and value proposition planning; reviews solicitation requirements to identify risks and opportunities; and creates proposal outlines and compliance matrices. During development, the manager coordinates cross-functional teams, assigns roles, manages schedules, resources, and milestones, develops and edits proposal content, oversees compliance, partners on visuals, and works with pricing and finance teams on cost proposals. The manager oversees final submission and internal approvals, supports clarification responses and oral presentations, and leads post-proposal reviews. Ongoing work includes monitoring federal procurement regulations and trends, maintaining templates and boilerplate content, and continually improving proposal processes and quality. U.S. citizenship is required. The role may be eligible for the Workday Bonus Plan or a role-specific commission/bonus, as well as annual refresh stock grants.
