About The Position

The Director of Supportive Housing and Homelessness Services/FESCO reports to the Chief Operating Officer and is responsible for the effective leadership, programmatic strategy, management, and oversight of all La Familia Housing and Homeless service programs. This includes program operations, staff supervision, facilities management, safety and compliance, service quality, contract management, and strategic development. This role oversees the operations and growth of a portfolio of residential and community-based programs and services. This role collaborates closely with assigned direct reports, key direct service staff, the Chief Operating Officer, other program Directors, and leaders of administrative departments at La Familia. This role will uphold and champion the agency’s mission, vision, and values and contribute to a collaborative and inclusive work culture.

Requirements

Bachelor’s degree in Business Administration, Public Administration, Social Work, or other related field preferred
At least five (5) years’ experience as a housing, social work manager, or related field with leadership, management and supervisory responsibilities with continually increased responsibilities in previous positions.
Minimum of 3 years of management supervisory experience, with strong supervisory and staff training skills utilizing a team approach to problem solving and strengths-based management.
Demonstrated success managing direct service programs and supervising multidisciplinary teams in a nonprofit or public agency setting.
Knowledge of housing-first principles, coordinated entry systems, trauma-informed care, and harm reduction approaches.
Experience with planning, developing, contracting, marketing, and providing housing services to various populations and un-housed families.
Have the ability to work comfortably with various stakeholders, including Housing and Homelessness Services, Adult Protective Services and Child Protective Services, schools, criminal justice, and funders.
Proficient in MS Office and Google Workspace products.
Valid CA Driver’s license required.
Ability to safely operate a motor vehicle.
Ability to push, pull, and lift up to 50 pounds frequently.
Ability to stand and move from one location to another daily.
Ability to sit for prolonged periods of time.
Ability to visually focus on near and far items, and to be able to switch between them.
Ability to reliably report to work on time and perform the position's required tasks as scheduled.

Nice To Haves

Masters in Social Work from an accredited university and a minimum of two years post-degree experience highly desired.
Experience with city, county, state housing and/or health funding streams desirable.
Knowledge of housing policy and regulatory mandates preferred.
Experience with Homeless Management Information System (HMIS) preferred.
Bilingual proficiency in Spanish and English is preferred but not required.
Experience in non-profit and community-based organizations preferred.
Demonstrates and models excellent “customer service” orientation and ability to work with diverse populations.
Exercises extreme discretion with the ability to hold, balance, and transmit public and confidential information needed by various parties.

Responsibilities

Ensure all programs are trauma-informed, housing-first aligned, culturally responsive, and grounded in best practices for addressing homelessness and housing insecurity.
Lead overall program design and implementation in alignment with contracts, in order to achieve identified outcomes with program participants.
Lead strategic planning, implementation, and continuous quality improvement of programs to meet participant outcomes and contractual deliverables.
Develop and deploy Evidence-Based Practices such as and not limited to CPI, Housing First, Assertive Outreach.
Develop and uphold clear policies and procedures for all assigned programming, including crisis response, participant engagement, and accountability processes.
Maintain record systems and produce reports to track attendance, participation, and participant progress.
Monitor program performance through metrics, data, and regular evaluation to improve outcomes and service quality.
Collaborate to develop, maintain, and verify quality standards, including service provision and documentation, for the program in collaboration with La Familia’s Chief Operating Officer.
Lead and collaborate with leadership and the VP of Strategy and Development on growth opportunities for the service division and agency.
Collaborate with the Operations Department to maintain site safety and ensure compliance with all state and federal regulations, including health, safety, and building codes.
Collaborate with Operations to ensure facilities are safe, well-maintained, and compliant with local, state, and federal regulations.
Create and enforce emergency housing policies by assessing rule violations, issuing written notices, and coordinating discharges when necessary, while ensuring due process, safety, and proper documentation.
Actively network and collaborate with internal and external stakeholders (including providers, government agencies and community organizations) to enhance housing opportunities and support services and achieve agency objectives.
Provide leadership and supervision to management and direct service staff, ensuring alignment with agency mission and program goals.
Create and maintain the conditions for assigned staff meet contracted program objectives, deliverables and outcomes through maintaining processes to track activities, communicating assigned activities and progress to staff, and providing coaching and accountability around staff performance deficits in a timely manner.
Provide leadership and supervision to management and supervisory staff including, but not limited to: Weekly individual supervision meetings with direct reports, Training and coaching, including supervisory skills and strategies (e.g., addressing performance issues promptly and effectively), Regular informal feedback (in addition to organizationally determined formalized feedback processes) to ensure that all staff continue to develop professionally over time.
Provide leadership for direct service and administrative staff in collaboration with management/supervisory staff.
Provide back-up administrative and supervision on behalf of all program managers.
Coordinate and facilitate quality training (at on boarding and continuously) for all necessary skills and competencies for all program staff to achieve productivity and quality standards, including coaching on trauma-informed care, housing navigation, and case management best practices.
Lead and attend regular staff meetings, weekly one-on-one supervision meetings, and training.
Create the conditions for assigned staff follow all agency policies and procedures through providing on-going education and reminders on agency policies and procedures and providing coaching and accountability around violations in a timely manner, with an emphasis on Quality Improvement, Health Information Portability and Accountability Act (HIPAA), and other compliance policies and procedures as set by La Familia and the funder.
Set employee schedules for direct reports and approve employee timesheets, time-off requests, and expense reimbursements.
Establish and track performance expectations for all programs and staff members, most notably hours of billable services, documentation standards, and the quality of interventions.
Oversee and direct recruitment processes, including using network connections to identify appropriate entities for staff recruitment, developing and updating job descriptions and interview questions, advising program leadership staff on final staff selections, onboarding, and on-the-job training.
Create a healthy team culture within the department and throughout teams, centered on the La Familia Values, that allows staff to feel belonging, share ideas, and provide feedback, and that centers dignity, diversity, and the voice of lived experience.
Provide day-to-day supervision, guidance, and support to assigned staff.
Set clear expectations, delegate tasks effectively, and monitor staff performance.
Foster a positive, respectful, and inclusive work environment aligned with organizational values.
Conduct regular team meetings, check-ins, and coaching sessions.
Address performance concerns promptly, documenting and escalating issues when necessary.
Support professional development by identifying training needs and opportunities for growth.
Serve as a liaison with all funders on all programmatic, operations issues, and audits.
Attend and represent the organization and its strategic interests, philosophy of care, mission and values all funder-required meetings, events, and trainings.
Ensure all programs operate in full compliance with funding requirements, performance targets, and reporting obligations.
Submit all necessary documents and reports to funders by deadlines.
Responsible for programmatic budget oversight; work with La Familia Finance and Accounting to ensure appropriate contract expenditures.
Regularly review, understand, and implement all elements of program contracts (in real time, as changes are made), including performance expectations, staffing levels, reporting, regulatory bodies, policy requirements, and program meetings.
Monitor program expenditures and work with Finance to ensure fiscal responsibility and alignment with contract budgets.
Ensure program operations continue without interruption by providing coverage for essential duties when positions are vacant.
Temporarily fill in unstaffed roles until the position is filled.
Prioritize workload and allocate resources to maintain service delivery during staffing gaps.
Communicate staffing needs and operational impacts to leadership promptly.
Complete assigned work on or before deadlines in accordance with directives, policies, standards, and prescribed procedures.
Ensure staff complies with established work schedules, attendance, and punctuality requirements.
Monitor and approve employee timecards, including daily clock-in/out, breaks, overtime, and leave.
Ensure employees take required meal and rest breaks in compliance with labor laws and agency policy.
Submit approvals on time to support accurate payroll processing.
Investigate and resolve timesheet discrepancies and escalate unresolved issues to HR/Payroll.
Enforce organizational policies, procedures, and compliance with applicable labor laws.
Oversee work product of independent contractors, as appropriate.
Collaborate with the Strategy & Development team in order to uplift impacts, data, and stories that mobilize community and foundation funds and/or expand services through government contracts.
Participate in learning communities, monitor Housing and Homelessness news and publications, and conduct research in order to stay up-to-date on emerging shifts in the sector.
Attend trainings and participate in events relevant to key responsibilities.
Track and regularly report on key metrics for responsible function areas.
Complete internal reports as requested by executive and administrative staff members.
Leads and collaborate on special projects related to agency objectives as appropriate.
Demonstrates cultural awareness and provides respectful, client-centered care.
Maintains knowledge of community resources for client referrals.
Attend work regularly, adhering to policies on absences and tardiness.

Review and submit timesheets by established deadlines to ensure timely payroll processing.
Notify supervisor promptly of any scheduling conflicts, absences, tardiness, or timekeeping issues.
Maintain consistent and reliable attendance to support team and program operations.
Follow organizational policies and procedures related to overtime, schedule changes, and paid/unpaid leave.
Correct and/or report any timekeeping discrepancies immediately to the supervisor for resolution.
