About The Position

The Corporate Manager, Information Technology is responsible for the strategic direction, overall management, administration and delivery of all information technology and telecommunications programs for the County of Lambton. The incumbent shall ensure all programs and policies are in line with the organizations strategic plan, vision and legal requirements.

Requirements

  • A university degree from an accredited post-secondary institution, or a combination of education and experience in a relevant discipline, related to areas of service provision.
  • A minimum of ten years’ experience of senior Information Technology experience, preferably within a municipal environment along with a minimum of three years’ experience in a senior management level
  • Ability to maintain a strong understanding and awareness of Information Technology Services trends, new applications, operational parameters and related technical information that will shape future County investments in Information Technology Services and their day-to-day application and operations
  • Extensive experience in Information Technology Services areas, including systems development and management, with at least three to five years at a supervisory level
  • Extensive experience and expertise in the areas of project management, involving large scale implementations, fitting technology to the needs of the organization and support of multiple platforms serving divergent & varied users
  • Familiarity with purchasing in a municipal environment is essential as delivery of the Department’s services is almost entirely dependent on external, third-party suppliers.
  • The incumbent must have a full and in-depth knowledge of both IT hardware and software available to properly plan and direct the operations of the Information Technology department. The specific areas of research should include hardware, software, and concepts.
  • A valid Ontario driver’s license and use of a vehicle.

Responsibilities

  • Provide proactive, strategic guidance and counsel on all information technology initiatives, including overall direction, planning, development and delivery of services
  • Partner with senior management team to plan, implement and develop information technology strategies to support the needs of the County
  • Serve as a catalyst within the organization to ensure continuity of information technology program implementation and communication
  • Ensure awareness of corporate activities, issues and opportunities as set by Council and Senior Management
  • Identify role for department and what recommendations for action should be presented
  • Communicate, correspond and meet with other Municipal, Provincial and Federal officials as necessary to forward the goals or satisfy the needs of the Corporation
  • Prepare and manage annual operating and capital budget for department
  • Conduct analysis and account for variances from budget to Senior Management and Council
  • Set goals and objectives for Department – Implement change
  • Establish departmental priorities and use of resources – long range planning and direction
  • Create policies and procedures relevant to department’s responsibilities and duties
  • Identify and resolve problem affecting efficient and effective operation of department
  • Identify staffing requirements and develop rationale for additions, deletions and changes
  • Review Committee and Council minutes and be familiar with issues, directions and solutions contained therein
  • Implement directions of Council and Senior Management
  • Maintain knowledge and understanding of trends, influences on and pending changes to our professional practice
  • Attend conferences and establish networks with external peers and peer organizations
  • Identify training and continuing educational requirements for department
  • Prepare and deliver annual performance appraisals of direct reports
  • Ensure that annual performance appraisals for indirect reports are prepared and delivered
  • Deliver discipline and establish corrective action for departmental staff
  • Schedule vacations, RDO’s, time off and approve overtime requests
  • Identify and initiate training of departmental staff and approve training requests
  • Establish position description parameters and education/experience requirements
  • Determine and manage reporting relationships among departmental staff
  • Responsible for delivering IT services both internal and external to non-profit organizations and local municipalities
  • Act as internal consultant to senior management by providing advice on all aspects of information technology including purchasing of new technology software applications and hardware operations and strategic planning
  • Approve, prioritize and control projects and the project portfolio as they related to the selection, acquisition development and installation of major information systems throughout the County
  • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing and service provision
  • Benchmark, analyze, report on, and make recommendations for the improvement of the IT infrastructure and IT systems
  • Develop bid requirements for all hardware and software upgrades, review submitted bids for compliance and approve and negotiate the appropriate reward
  • Direct research on potential technology solutions and implementations in support of new initiatives and opportunities
  • Responsible for establishing, implementing and maintaining the County’s cybersecurity strategy, ensuring the protection of information assets, managing cyber risk, and leading incident response and compliance efforts.
  • Responsible for providing strategic leadership and governance for the adoption, implementation and oversight of artificial intelligence (AI) technologies across the County, ensuring alignment with business objectives, risk management and ethical standards.
  • Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
