About The Position

The agency is seeking an experienced Atlassian Administrator and Development Tools Consultant to support the administration, configuration, customization, automation, integration, and ongoing operation of its Atlassian ecosystem. The consultant will serve as the primary subject matter expert for Jira, Confluence, Bitbucket, Bamboo, and related plugins, supporting software development and implementation teams across multiple enterprise projects. This role will be responsible for managing Atlassian cloud environments, designing workflows and permission structures, implementing automation solutions, supporting upgrades and migrations, maintaining system performance and security, and providing technical guidance to project teams. The consultant will work closely with development, infrastructure, operations, and business stakeholders to ensure the Atlassian platform effectively supports project delivery, collaboration, requirements management, testing, documentation, and source code management activities.

Requirements

  • 5+ years of Jira Administration, Configuration, Maintenance, and Support
  • 5+ years of Confluence Administration and Configuration
  • 5+ years of configuring Atlassian solutions based on business requirements
  • 2+ years of automation scripting using Jira Automation and/or ScriptRunner
  • 2+ years of advanced JQL filtering and custom dashboard development
  • Experience leading at least one successful Atlassian migration or instance consolidation
  • Experience implementing Jira and Confluence upgrades
  • Experience with: Bitbucket, Bamboo, FishEye, Git Integration for Jira, Xray Test Management, Requirements Traceability tools
  • Bachelor’s Degree in Information Technology, Computer Science, Healthcare IT, or a related field
  • Four years of related experience may substitute for degree requirements

Responsibilities

  • Administer and maintain Jira Cloud, Confluence, Bitbucket, Bamboo, and associated Atlassian tools.
  • Perform platform configuration, customization, user management, permission management, and system maintenance.
  • Configure projects, workflows, issue types, screens, schemes, notifications, and templates.
  • Manage licenses and monitor renewal and compliance requirements.
  • Design and implement Jira workflows aligned with business and development processes.
  • Create and maintain automation rules using Jira Automation and ScriptRunner.
  • Develop automated processes to improve operational efficiency and reduce manual effort.
  • Support workflow optimization and standardization initiatives.
  • Create advanced JQL queries, filters, dashboards, and reports.
  • Develop executive and operational reporting solutions.
  • Build custom metrics and dashboards to support project management and development teams.
  • Provide reporting and analytics support to stakeholders.
  • Integrate Atlassian tools with Microsoft Teams, Outlook, Service Management platforms, and other enterprise applications.
  • Configure APIs, webhooks, and third-party integrations.
  • Support Requirements Traceability, Test Management, and Git integrations.
  • Evaluate and implement new plugins and extensions.
  • Lead Atlassian cloud migrations and instance consolidation projects.
  • Plan, test, and implement version upgrades and platform enhancements.
  • Coordinate deployment activities through established change management processes.
  • Ensure minimal disruption during upgrades and migrations.
  • Administer user roles, permissions, and access controls.
  • Conduct user access reviews and permission audits.
  • Implement security best practices and governance standards.
  • Monitor platform health and ensure compliance with organizational policies.
  • Monitor platform performance, availability, and system health.
  • Respond to incidents, service requests, and support tickets.
  • Troubleshoot platform issues and coordinate resolution activities.
  • Develop monitoring, alerting, and operational support procedures.
  • Develop and maintain operational procedures, runbooks, knowledge articles, and support documentation.
  • Document platform configurations and administration processes.
  • Deliver user training and technical knowledge transfer sessions.
  • Support onboarding and ongoing education for platform users.
  • Work directly with development teams, business users, project managers, and technical leadership.
  • Translate business requirements into Atlassian platform solutions.
  • Provide consultation on workflow design, governance, automation, and best practices.
  • Communicate project status, risks, and recommendations to management and stakeholders.
