About The Position

Requirements

• Must be a U.S. citizen and determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New Department of the Navy employees must successfully pass E-Verify employment verification.
• Federal employees applying for GS jobs generally must meet time-in-grade requirements by the announcement closing date.
• Must obtain and maintain an interim and/or final security clearance before entering on duty; failure to maintain the required clearance may result in withdrawal of the offer or removal.
• Must successfully complete a pre-appointment physical examination.
• Must pass a pre-employment drug test, including marijuana, and is subject to random testing.
• For GS-12, at least one year of specialized experience at or equivalent to GS-11 in federal service, or equivalent private- or public-sector experience, demonstrating experience reviewing, interpreting, and implementing security policies; processing security documents for employee clearances; using personnel-security and general-administration software; applying security regulations and policies concerning government employment, clearances, and classified information; and submitting visiting access requests.
• For GS-11, at least one year of specialized experience at or equivalent to GS-09 in federal service, or equivalent private- or public-sector experience, demonstrating knowledge of personnel and information security programs and practices; applying security policies, procedures, techniques, equipment, and methods across varied situations and levels of security control; and interpreting security guidelines to advise the organization and ensure actions comply with applicable policies and procedures.
• For GS-11, qualifying education may substitute for specialized experience: a Ph.D. or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or a related LL.M.; a combination of qualifying experience and graduate education may also qualify. A transcript is required when qualifying based on education.
• Males born after December 31, 1959, must be registered for Selective Service.
• Retired military members appointed to a DoD civilian position within 180 days of retirement are subject to applicable statutory provisions.

Responsibilities

• Assist the Command Security Manager in formulating, coordinating, and executing the command security awareness and education program.
• Assist in managing the Insider Threat Program and develop command-level insider threat policies, procedures, and processes aligned with higher-level DoD guidance.
• Handle adverse personnel security actions, including completing forms and actions involving clearance suspension, revocation, or denial.
• Review adverse pre-employment information.
• Initiate and monitor personnel clearance investigations.
• Conduct personnel security functions, including security briefings, training, and database entry.
