About The Position

The Construction Inspector, under limited supervision, inspects new construction projects and interprets and enforces codes, standards, and policies. Work involves inspecting the construction of all new water and sewer infrastructure required for all new development. Duties include holding pre-construction conferences, completing and maintaining daily inspection reports, scheduling and observing testing, conducting final inspections and preparing written punch list, interpreting engineering plans, following specifications, reviewing as-built drawings, and other professional duties related to the construction of water distribution and sewer collection systems. Duties also include inspection of construction sites for code violations and/or to ensure construction is proceeding in accordance with specification standards and plan documents; issuance of notification of non-conformance or citations as necessary. Employee must exercise initiative and independent judgment in completing task. The employee must also exercise tact, courtesy, and firmness in frequent contact with County employees, engineers, architects, planners, surveyors, developers, contractors, builders, suppliers, and the general public.

Requirements

  • High School Diploma or an acceptable equivalency diploma (GED), and three (3) years of experience in sewer and/or water maintenance; or equivalent combination of education and experience.
  • Possession of or the ability to obtain a Grade 'B' Water Distribution Certification or Grade 'II' Collections Certification within twelve (12) months of hire.
  • CPR and first aid, and any combination of industry standard training and certifications.
  • Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Responsibilities

  • Inspects the construction of new sewer mains, water lines and their appurtenances.
  • Knowledge and understanding of Union County Water Sewer Extension Ordinance and Union County Water and Sewer Standard Specifications and Details.
  • Knowledge and understanding of NCDEQ rules and regulations governing public water and sewer systems.
  • Utilizes and enforces (when applicable) OSHA safety standards, UCW specifications, UC Water and Sewer Extension Ordinance, DOT encroachment permits, NC erosion control measures, Corps of Engineers and US Fish and Wildlife Service regulations.
  • Reads and interprets civil drawings, site plans and topography with actual construction.
  • Reads and understands water and sewer line construction terminology.
  • Communicates effectively and establishes and maintains working relationships with developers, contractors, and the general public.
  • Exercises independent judgment and decision-making in the interpretation and resolution of situations in the field.
  • Seeks expert or experienced advice and researches problems, situations and alternatives before exercising judgment.
  • Interprets construction codes and engineering standards and resolve field problems.
  • Records and delivers information, explains procedures, and follows oral and written instructions.
  • Implements work activity in accordance with priorities and estimated schedules.
  • Utilizes mathematical formulas; to add and subtract; multiply and divide; and utilize decimals and percentages.
  • Works in "permit required" confined spaces and follows work zone safety.
  • Adheres to all safety and housekeeping standards established by the County and various regulatory agencies and to see that the standards are not violated.
  • Operates small office equipment and computer and devices for data entry.
  • Checks chlorine residual in water system.
  • Performs other related duties as assigned.
