About The Position

The Workforce Manager for PCL Industrial Services, Inc. in Chandler, Arizona, will lead workforce planning, labor relations, and talent strategies across multiple states. This role ensures skilled craft professionals are deployed effectively to deliver complex industrial construction projects safely and successfully. Requirements

  • 5+ years of supervisory experience.
  • Ability to effectively lead a team comprising of craft recruiters, workforce specialists, and workforce supervisors.
  • Seen as a trusted advisor with outstanding relationship leadership skills with the ability to establish and maintain effective relationships with key partners and handle confidential information.
  • Effective verbal and written communication skills with the ability to negotiate and present content and ideas that influence a favorable outcome.
  • Demonstrates knowledge and experience with full-cycle recruitment and development of talent acquisition strategies.
  • Knowledge of alcohol and drug testing protocol and laws.
  • Experience building and implementing an employee recruitment and relations strategy for the district.
  • Experience with succession planning for departments and/or divisions.
  • Validated critical-thinking skills.

Nice To Haves

  • Craftsperson certificate or bachelor’s degree in a related field preferred.
  • Certificate in negotiation or equivalent experience preferred.
  • 10 years of progressive experience in lead hand/foreperson role and/or labor relations or a related field preferred.

Responsibilities

  • Extend offers and ensure all related correspondence and onboarding requirements for crafts persons are met.
  • Actively source candidates through various channels to improve candidate quality and maintain a balanced pipeline for hard-to-fill roles.
  • Collaborate with the project team to understand project demands and needs.
  • Ensure pre-employment testing is accurately completed.
  • Identify training needs and coordinate safety training for new hires on each jobsite with appropriate project and field team members.
  • Guide and coach supervisors through the progressive disciplinary process for crafts persons, including developing and delivering performance improvement plans and/or progressive disciplinary strategies on employee-relations issues up to and including termination.
  • Serve as a liaison with craft and management to resolve grievances and investigate employee issues.
  • Analyze, understand, and manage temporary labor agencies.
  • Advance issues that meet predefined criteria and use judgment to assess risk and sensitivity to discern when to bring employee needs forward to management.
  • Advise management on matters related to the administration of temporary labor agencies.
