About The Position

Timmons Group is seeking a Construction Administrator for their Water Infrastructure Group in Richmond, VA. This role will focus on water and wastewater pipeline projects, pumping stations, storage tanks, and treatment facility components, primarily in central Virginia. The Construction Administrator will be involved in preconstruction design review and will manage the construction phase after design approval, reporting to the engineering Project Manager. The position requires independent decision-making and involves coordinating with contractors, inspectors, utility owners, property owners, and local/state agencies. This role is responsible for managing all construction-related documentation and stakeholder communication.

Requirements

  • Associate’s or Bachelor’s degree in an engineering or construction related field
  • 5+ years of training and experience with an emphasis in construction of water and wastewater infrastructure preferred
  • Highly organized, detail-oriented, with effective written and oral communication skills
  • Experience managing schedules and documentation across multiple construction projects simultaneously
  • Must be able to read, understand, and interpret water and wastewater plans, specifications, process and instrumentation diagrams (P&IDs), and shop drawing submittals.
  • Understanding of state and federal safety, environmental, and water/wastewater guidelines and regulations
  • Familiarity with permitting processes, regulatory compliance, and reporting for water and wastewater projects
  • Working knowledge of MS Word, Excel, Project, and AutoCAD Civil 3D
  • Familiarity with construction management software such as Procore
  • Valid driver’s license required

Nice To Haves

  • Professional registration and certifications are beneficial, but not required
  • A current working knowledge of prevailing market rates for major cost items for water and wastewater construction projects is a plus

Responsibilities

  • Prompt, concise, and accurate communication with Project Stakeholders and Project Manager
  • Apply technical knowledge toward collaborative problem-solving in a team environment
  • Review project plans for constructability and offer suggestions to the Timmons Group Project Manager
  • Cost estimating and review of contractor’s pricing and bid tabulations
  • Construction schedule building and review of contractors' proposed schedules
  • Facilitate and attend preconstruction meetings, preinstallation meetings, progress meetings, and other construction project related meetings
  • Maintain, review, and respond as necessary to all project documents including requests for information (RFI’s), material submittmits, as-built plans, contractor pay requisitions, and change orders
  • Visit construction sites and document pertinent observations for compliance with Contract Documents
  • Proactively identify and resolve field construction issues
  • Ensure construction activities comply with water and wastewater industry standards, regulations, and owner and permit requirements
  • Coordinate with regulatory agencies on water and wastewater compliance and inspections
  • Coordinate with third party inspectors and material testing firms and review and interpret reports
  • Monitor and document testing and commissioning of water and wastewater systems and components
  • Prepare punch lists and project closeout documentation
  • Perform other duties as assigned
