About The Position

The Assistant Transit Director serves as a key leader within the City’s Transportation Department, helping guide operations, strategic planning, and service delivery. This role supports the development of long-range transit plans, manages programs and budgets, and ensures compliance with all local, state, and federal regulations. The position also represents the City in coordination with external partners and provides recommendations to leadership, committees, and City Council. Working under the Transportation Director, the Assistant Transit Director may assume full departmental leadership in their absence and supervises select staff, promoting accountability, safety, and high performance while ensuring projects are delivered on time and within budget.

Requirements

  • Thorough knowledge of transportation engineering or planning principles and practices, particularly as applied to roadway planning, design, and construction.
  • Working knowledge of federal and state requirements and processes (e.g., FHWA, FTA, EPA, NCDOT, MPO).
  • Demonstrated ability to analyze complex information and exercise independent judgment in reaching sound conclusions.
  • Ability to evaluate technical transportation programs using current data and projections.
  • Ability to administer a complex departmental budget and allocate limited resources effectively.
  • Proven ability to establish and maintain effective working relationships with internal staff, other City departments (including Directors and Deputy Directors), the public, contractors, and governmental entities.
  • Ability to work effectively with diverse groups.
  • Bachelor’s degree in civil engineering, planning, or a closely related field with seven (7) or more years of experience in transportation OR high school diploma/GED with a minimum of ten (10) years of experience in transportation
  • Five (5) years in a direct supervisory role.
  • Valid Driver’s License.

Nice To Haves

  • Registration as a Professional Engineer (PE) or certification from the American Institute of Certified Planners (AICP).

Responsibilities

  • Assume full leadership responsibilities of the Transportation Director in their absence.
  • Develop long-range public transportation plans that support the City’s evolving needs.
  • Represent the City in coordinating transportation activities with other governmental agencies and private firms.
  • Attend Committee and City Council meetings and provide recommendations, as needed.
  • Identify and respond to community and City Council issues, concerns, and needs.
  • Assist in managing approved operating and capital programs.
  • Assist in preparing departmental budget estimates.
  • Support the Department Director with purchasing, budgeting, and personnel administration, including hiring, termination, disciplinary actions, hearings, and promotions.
  • Administer a complex departmental budget and allocate limited resources in a cost-effective manner.
  • Review contract documents, including design drawings, specifications, shop drawings, bid documents, qualifications, change orders, progress payments, and warranties.
  • Conduct pre-bid, pre-construction, and construction meetings to help ensure projects are completed on time and within budget.
  • Evaluate technical transportation programs using current data and projections.
  • Ensure compliance with local, state, and federal regulations and mandates across all divisions, including personnel, safety, and operations.
  • Ensure all work is performed in accordance with OSHA and City safety standards and policies.
  • Review performance appraisals of subordinate employees and approve associated action forms.
