About The Position

The Assistant Director of Toll Operations will lead the strategic, financial, and operational management of the Department’s tolling program, overseeing revenue collection systems, infrastructure, and customer service functions. Responsible for advancing modern tolling technologies, ensuring regulatory compliance, and coordinating with public and private stakeholders. Drives long-term planning, operational efficiency, and innovation to support sustainable transportation funding and system performance.

Requirements

  • Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • Five years experience in developing, implementing, monitoring and managing multi-modal transportation programs and projects.
  • Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  • Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.

Nice To Haves

  • One year experience in tolling, transportation or infrastructure operations including managing electronic toll systems and major improvement projects.
  • One year experience in financial management, revenue forecasting and overseeing vendor contracts.

Responsibilities

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.
