The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management. The Resolution Division works with taxpayers, practitioners, and the other Tax Administration Divisions to address issues that could not be resolved in the Audit Division or Operations Division. This includes making decisions on abatement claims, resolving disputes, working with taxpayers on problem cases. As a member of the Massachusetts bar in good standing, with minimal supervision, evaluates, develops and recommends resolution of complex, disputed tax matters; conducts hearings, negotiates settlements, prepares letters of determination, prepares settlement recommendations and prepares all related memoranda with respect to disputed tax matters and requests for settlement involving the most complex and difficult legal tax issues. Acts as liaison with others in DOR regarding the resolution of various disputed tax issues currently before DOR. Participates in the review of drafted public written statements. Drafts administrative and legal documents. Supervises 1-4 appeals officers. Performs related work as required.
