About The Position

You will serve as a Supervisory Financial Management Analyst in the Comptroller Department (PERS-5) of NAVY PERSONNEL COMMAND. Duties include creating spreadsheets that effectively calculate and forecast data, providing responsive and thorough answers to customer questions, preparing detailed analytical justifications, and interpreting complex budgetary policies to demonstrate regulatory compliance and support management review. You will also review financial reports and accounting data to identify systemic control deficiencies and determine the appropriate corrective actions required.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Manages the Federal Budget process, Planning, Programming, Budgeting and Execution System (PPBES) cycles for the organization.
  • Evaluates complex legislation, policy and regulatory decisions concerning accounting, funds distribution, and civilian labor funding.
  • Performs detailed financial and accounting analysis.
  • Communicates effectively with customers.
  • Presents financial reports, issue papers, and budget submits to leadership.

Nice To Haves

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
