About The Position

This position is within the Chief Financial Officer (CFO) organization. The CFO organization is responsible for managing the financial resources of the IRS. The specific position is within the CFO - Deputy CFO, Senior ACFO Financial Management, ACFO Corporate Accounting business unit. The role involves overseeing and directing units responsible for various financial management functions, including processing, approving, recording, and reconciling financial transactions. The analyst will also be responsible for analyzing financial reports, identifying trends, recommending improvements, and ensuring compliance with federal financial regulations and policies. The position offers opportunities for training and development in financial analysis and management.

Requirements

  • One (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job.
  • Experience reviewing, processing, approving, recording, or reconciling financial transactions and supporting documentation, such as vendor invoices, payment vouchers, travel vouchers, cash receipts, accounts receivable, interagency agreements, and obligations.
  • Experience reconciling accounting records, correcting financial postings, and validating payment files in financial accounting systems to support accurate recording and timely disbursement of funds.
  • Experience analyzing financial reports and transaction data to identify trends, discrepancies, control weaknesses, and opportunities for improving financial processes.
  • Experience applying federal financial requirements, Department of Treasury guidance, Office of Management and Budget (OMB) policies, accounting standards, and agency procedures to financial transactions, payment processing, reconciliations, internal controls, and/or financial reporting.
  • Experience evaluating internal controls, documenting identified weaknesses, and implementing corrective actions or audit-remediation activities.
  • Experience preparing financial analyses, reports, and recommendations used to support operational or policy decisions.
  • Experience interpreting federal financial policy or procedural changes and translating those changes into revised accounting procedures, processing requirements, or work methods.
  • Must meet the qualification requirements by the closing date of this announcement.
  • Must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate (Time After Competitive Appointment - TACA), if applicable.
  • Must obtain and use a Government-issued charge card for business-related travel.

Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and make recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel, or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion, or reassignment.
  • Hear and resolve complaints from employees, and refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, and recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes, and/or to increase the quality of the work directed.
  • Oversee and direct the work of units responsible for the review, processing, approval, recording, and reconciliation of vendor invoices/vouchers, miscellaneous payments, travel vouchers, cash receipts, accounts receivable, interagency agreements, obligations, and/or other funds management transactions.
  • Oversee the review and certification of payment files to ensure timely disbursement of funds.
  • Oversee the work of other financial transactions and accounting documents/postings related to their specific area including financial corrections and reconciliations in the financial accounting system.
  • Disseminate Federal/Treasury/OMB procedural or policy changes that impact the overall mission of the unit supervised, as well as those relevant to the financial analysis, processing, and/or reporting work completed on a daily basis.
  • Meet with subordinates regularly to communicate updates and changes.
  • Elicit employees' perspectives and lead in the development of new or amended work methods and approaches to achieve the most efficient and effective results.
  • Review and interpret financial reports and data from their offices to assess opportunities, identify trends, and recommend improvements for optimal program performance.
  • Prepare and present reports of financial analysis and recommendations to inform policy decisions.
  • Establish and implement clear program performance objectives and metrics aligned with organizational goals to achieve organizational results and outcomes.
  • Develop, prioritize, and align strategies to meet performance objectives, demonstrating sound decision making and considering key influences on organizational performance.
  • Promote a learning organization through feedback and coaching, Individual Development Plans, access to training, and timely completion of mandatory training.
