The ideal candidate for this position will be a proven leader in disaster recovery with strong program management, inter-agency coordination, and stakeholder engagement skills. In this position, you will serve as a Supervisory Emergency Management Specialist (Recovery) in the Regional 3, Recovery Division, Public Assistance Branch. Typical assignments include: Being responsible for directing the day-to-day management, administration, and execution of Public Assistance programs, overseeing recovery activations, staffing readiness, and resource coordination to ensure unified and compliant disaster operations from pre-declaration through closeout. Serving as a senior advisor to regional leadership, the incumbent interprets complex federal laws, regulations, and policies applicable to public assistance disaster recovery, while reviewing high-level correspondence, participating in congressional calls, and ensuring all regional operations strictly align with statutory requirements and directives. Acting as an agency spokesperson and project lead for nationwide public assistance initiatives, managing program budgets and contractor performance while collaborating with elected officials and federal, state, local, tribal, territorial, and voluntary partners to facilitate effective inter-agency cooperation and disaster recovery. Exercising first-level administrative and technical supervision over regional public assistance staff by planning work, setting priorities, tracking progress, and managing personnel actions such as hiring, leave approvals, conflict resolution, and the implementation of appropriate employee guidance and discipline. Establishing yearly performance plans and metrics to evaluate staff productivity, while simultaneously directing the development of emergency management standards, risk assessments, training programs, and public assistance recovery plans to enhance overall organizational capability. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
