Staff Product Manager (HHS)

Skylight
•$170,000 - $203,000•Remote

About The Position

Skylight is a digital consultancy that uses design and technology to help government agencies deliver better public services. The Staff Product Manager will lead product work supporting HHS’s Office of the Chief Information Officer (OCIO), serving as the team’s primary point of contact with OCIO and managing a small team of product managers. This is a player/coach role: the manager reports directly to Skylight’s contract leadership, works closely with HHS and Skylight leadership, and is likely to own a product workstream as well as manage others. The team’s work spans shaping new OCIO projects; supporting replacement of Authority to Operate and governance, risk, and compliance tools and processes; and developing the CTIR Intelligence Data Hub. The data hub is a greenfield effort intended to consolidate threat intelligence sources into a FedRAMP High-compliant workbench for analysts and leadership. Priorities and scope can shift quickly, and the role requires learning enough to act, presenting early work, iterating, and discerning when to push back or commit to a client direction. The role includes shaping new requests into scoped and prioritized work, establishing lightweight intake and team-planning practices, setting product direction and managing a backlog, and supporting the growth and performance of direct reports. The position is full-time, exempt, and fully remote. Occasional travel to Washington, DC may arise. The expected start date is as soon as possible. Candidates must be able to work within the United States (excluding U.S. territories), be legally authorized to work in the U.S. without sponsorship, obtain and maintain a public trust clearance, and successfully complete a company background check.

Requirements

  • Understand lean product principles, including minimum viable product, and apply them throughout the product life cycle to mitigate risk, validate assumptions, and amplify learning.
  • Develop product strategy based on an understanding of the problem, prioritizing outcomes over features and setting product direction over time, including a roadmap and success criteria.
  • Execute product strategy by breaking scope into usable increments of value, maintaining a prioritized backlog with validated user stories, and facilitating team ceremonies through product iterations.
  • Understand how to engage in human-centered design to inform product direction.
  • Collaborate across disciplines, including with researchers, designers, engineers, and others.
  • Manage clients and stakeholders in ways that build trust, alignment, and healthy environments for individuals and teams.

  • Have experience directly managing product managers and establishing lightweight team systems and agile practices that adapt as needs change.
  • Have strong client-facing consulting experience, including turning ambiguous requests into scoped work.
  • Have experience working on cross-functional product, design, engineering, and operations teams in iterative delivery.
  • Have a mindset and work approach aligned with Skylight’s core values.
  • Be legally authorized to work in the U.S. now and in the future without sponsorship.
  • Be able to obtain and maintain a public trust clearance and successfully complete a company background check.
  • Conduct all work within the U.S., excluding U.S. territories.
