About The Position

Skylight is seeking a Staff Product Manager to support the Department of Health and Human Services (HHS) Office of the Chief Information Officer across digital modernization initiatives. The role brings structure to ambiguous work, helping move initiatives from an initial problem or mandate to an actionable strategy, roadmap, and delivered outcome. Product managers at Skylight are responsible for strategy, planning, execution, stakeholder management, and team health, partnering with researchers, designers, engineers, client stakeholders, and others. The work covers enterprise platform optimization and modern digital services and applications. This includes identifying shared needs across HHS Divisions, shaping platform and integration strategies, establishing scalable patterns, and supporting adoption of shared services. It also includes leading multidisciplinary teams to design, build, launch, and continually improve production-ready digital services, from discovery and prototypes through enterprise-scale implementation and ongoing operations. The Staff Product Manager will own one or more workstreams, balancing strategic product leadership with hands-on delivery. Work may include defining an enterprise platform strategy, conducting discovery with HHS Divisions, turning operational problems into product roadmaps, guiding prototypes toward production, and leading continued development of existing digital services. The role requires comfort working with incomplete requirements and making progress through early work, testing assumptions, and iteration. Current and emerging application areas may include enterprise mentoring, security tooling and analytics, employee onboarding, and other internal digital services. This is a full-time, exempt, fully remote position. All work must be performed within the United States, excluding U.S. territories. Occasional travel to Washington, DC may be required. The expected start date is as soon as possible. Candidates must be legally authorized to work in the U.S. without sponsorship, able to obtain and maintain a public trust clearance, and successfully complete a company background check.

Requirements

  • Understand lean product principles and apply them, including minimum viable product approaches, to mitigate risk, validate assumptions, and amplify learning throughout the product life cycle.
  • Develop product strategy informed by the problem to be solved, prioritize outcomes over feature sets, set product direction over time, and establish success criteria.
  • Execute product strategy by breaking scope into usable increments of value, creating and maintaining a prioritized backlog with validated user stories, and facilitating team ceremonies across product iterations.
  • Understand and engage in human-centered design to inform product direction.
  • Collaborate across disciplines, including with researchers, designers, engineers, and others.
  • Manage clients and stakeholders in ways that build trust, alignment, and healthy environments for individuals and teams.
  • Understand the merits of software development methodologies such as agile and lean and put them into practice.
  • Have product experience with data ingestion and normalization across multiple sources, including APIs, batch exports, and streaming, and sufficient technical depth to discuss warehouse and data-modeling tradeoffs with data engineers.
  • Have experience working on cross-functional product, design, engineering, and operations teams in iterative delivery.
  • Have a mindset and work approach aligned with Skylight’s core values.
  • Be legally authorized to work in the U.S. now and in the future without sponsorship.
  • Be able to obtain and maintain a public trust clearance and successfully complete a company background check.
  • Conduct all work within the U.S., excluding U.S. territories.

Nice To Haves

  • Experience with multi-tenant cloud environments, enterprise platform consolidation, tenant rationalization, shared services, or cross-organizational platform adoption.
  • Experience delivering data and analytics products, including data ingestion, APIs, data pipelines, warehouses or lakehouses, data modeling, and access controls.
  • Experience developing or implementing enterprise integration patterns, including identity and access management, single sign-on, APIs, and data-sharing workflows.
  • Experience taking a prototype or internal tool through production hardening, launch, and ongoing operations.
  • Experience modernizing legacy applications or replacing manual business processes with digital services.
  • Experience supporting organizational change, product adoption, migrations, or onboarding to shared technology services.
  • Experience delivering technology in government, regulated industries, large federated organizations, or other public-benefit settings.
  • Experience working with federal CIO organizations or enterprise IT organizations where technology ownership and decision-making are distributed across multiple components or business units.
  • A track record of staying aligned and accountable on remote teams.

Responsibilities

  • Help federal stakeholders align and make decisions.
  • Build and own roadmaps for digital services, from initial prototypes to products relied upon by HHS and its Divisions.
  • Work through technical decisions with engineers.
  • Translate needs from leadership and government partners into product vision, objectives, and measures of success.
  • Ship early prototypes, gather feedback, and iterate quickly rather than waiting for complete requirements.
  • Write user stories, prioritize the backlog, and build release plans.
  • Lead discovery and help clarify problems, users, existing capabilities, technical approaches, and implementation plans.
  • Identify shared needs across HHS Divisions and shape platform, integration, shared-service, and adoption strategies.
  • Guide digital services and applications through discovery, design, implementation, launch, adoption, and ongoing improvement.
  • Collaborate with researchers, designers, engineers, platform owners, architects, operational partners, and stakeholders.
  • Facilitate team ceremonies and support iterative product delivery.
