Sr. Technical Program Manager

Clearwater Analytics•Boise, ID

About The Position

Clearwater Analytics is seeking a Vice President, Technical Program Manager to lead organizational-level programs across product and engineering teams, including OEMS, PMS, and UI/UX. The role focuses on bringing structure, velocity, and clarity to complex, multi-stakeholder initiatives at the intersection of technology and product. The program leader will build programs from the ground up, define charters, align stakeholders, manage risk, and drive outcomes across the organization, owning programs from initiation through delivery. The role partners with product managers, engineering senior development managers, engineering leads, and other stakeholders to translate business goals into executable plans with milestones and accountability. It coordinates prioritization and execution without directly owning team ceremonies, proactively identifies and resolves risks and blockers, and provides clear reporting to leadership. The position also collaborates with the TPM team to establish and improve program management processes and frameworks.

Requirements

  • 6–9 years of Technical Program Management experience, ideally in a fintech, SaaS, or capital markets environment.
  • Demonstrated ability to create project charters and drive programs from ambiguity to delivery with minimal direction.
  • Proficiency with program management tools and artifacts, including roadmaps, Gantt charts, risk registries, and milestone tracking; Jira, Confluence, or equivalent.
  • Strong command of agile methodologies such as Scrum and Kanban, and familiarity with waterfall delivery where applicable.
  • Solid understanding of the software development lifecycle and how software moves from concept to production.
  • Working knowledge of engineering fundamentals, including infrastructure, architecture, and system design, sufficient to engage credibly with technical teams.
  • Familiarity with design principles, APIs, and cloud platforms.
  • Comfort with AI tools and a curious, creative approach to using them, particularly for reporting, documentation, and program communication.
  • Strong cross-functional coordination skills and ability to manage relationships across engineering, product, design, and business stakeholders.
  • Excellent written and verbal communication skills, including the ability to explain technical complexity to executive audiences while retaining important detail.
  • High ownership mindset and ability to take responsibility for program outcomes.
  • Collaborative approach and ability to build trust within the team and across stakeholder groups.

Nice To Haves

  • Direct work experience in capital markets, fintech, or front office environments, such as order management, portfolio management, or trading systems.
  • Experience scaling a TPM function or establishing program management practices in a growing organization.
  • Familiarity with DevOps practices, particularly for infrastructure- or platform-adjacent programs.
  • Experience with budgeting and resource management at the program level.
  • Familiarity with OKR/KPI frameworks and connecting program execution to business outcomes.
  • Technical background, such as prior development, platform, or systems experience, or active personal coding projects.
  • PMP, PgMP, or equivalent certification.

Responsibilities

  • Own end-to-end program management for cross-functional product and engineering initiatives from initiation through delivery.
  • Build and maintain project charters, program roadmaps, risk registries, and milestone tracking.
  • Coordinate with product managers and engineering senior development managers to ensure program work is prioritized and queued.
  • Identify risks, surface blockers, and drive resolution.
  • Provide clear, structured program reporting to leadership, using AI tools and creative approaches where useful.
  • Collaborate with the TPM team to establish, refine, and continuously improve organization-wide program management processes and frameworks.
  • Partner with engineering leads and product managers to turn business goals into executable program plans with clear milestones and accountability.
