Sr. Technical Program Manager

Clearwater Analytics•Boise, ID

About The Position

Clearwater Analytics is seeking a Vice President, Technical Program Manager to lead complex, cross-functional programs at the organizational level. The role partners with product and engineering teams, including OEMS, PMS, and UI/UX, to create structure, velocity, and clarity across initiatives at the intersection of technology and product. The program leader will build programs from the ground up by defining charters, aligning stakeholders, managing risks, and driving outcomes from initiation through delivery. The position emphasizes ownership of program outcomes rather than simply coordinating meetings or following processes. The role also contributes to improving program management practices and frameworks across the organization. The successful candidate is comfortable with ambiguity, has a strong sense of ownership, leads with integrity and a service mindset, and builds trust through collaboration and follow-through.

Requirements

  • 6–9 years of Technical Program Management experience.
  • Ability to build project charters and drive programs from ambiguity to delivery with minimal direction.
  • Proficiency with program management tools and artifacts, including roadmaps, Gantt charts, risk registries, and milestone tracking; Jira, Confluence, or equivalent.
  • Strong command of agile methodologies, including Scrum and Kanban, and familiarity with waterfall delivery where applicable.
  • Solid understanding of the software development lifecycle and how software moves from concept to production.
  • Working knowledge of engineering fundamentals, including infrastructure, architecture, and system design, sufficient to engage credibly with technical teams.
  • Familiarity with design principles, APIs, and cloud platforms.
  • Comfort with AI tools and a creative, curious approach to using them, especially for reporting, documentation, and program communication.
  • Strong cross-functional coordination skills and ability to manage relationships across engineering, product, design, and business stakeholders.
  • Excellent written and verbal communication skills, including the ability to explain technical complexity to executive audiences while preserving important detail.
  • High ownership mindset and genuine collaboration skills, with the ability to build trust across teams and stakeholder groups.
  • Ability to thrive in ambiguity, ask hard questions early, escalate with context, and distinguish coordinating work from owning it.

Nice To Haves

  • Direct work experience in capital markets, fintech, or front-office environments, such as order management, portfolio management, or trading systems.
  • Experience scaling a TPM function or establishing program management practices in a growing organization.
  • Familiarity with DevOps practices, particularly for infrastructure- or platform-adjacent programs.
  • Experience with program-level budgeting and resource management.
  • Familiarity with OKR/KPI frameworks and connecting program execution to business outcomes.
  • Technical background, such as prior development, platform, or systems experience, or active personal coding projects.
  • PMP, PgMP, or equivalent certification.

Responsibilities

  • Own end-to-end program management for cross-functional product and engineering initiatives, from initiation through delivery.
  • Build and maintain project charters, program roadmaps, risk registries, and milestone tracking.
  • Coordinate with product managers and engineering senior development managers to prioritize and queue program work without directly owning team ceremonies.
  • Identify risks and blockers proactively and drive their resolution.
  • Provide clear, well-structured program reporting to leadership, using AI tools and creative approaches to make communication efficient and impactful.
  • Collaborate with the TPM team to establish, refine, and continuously improve organization-wide program management processes and frameworks.
  • Partner with engineering leads and product managers to translate business goals into executable program plans with clear milestones and accountability.
