About The Position

MANTECH seeks a motivated, customer-oriented Site Construction Supervisor to manage and execute complex onsite construction projects, particularly secure facilities such as Sensitive Compartmented Information Facilities (SCIFs). The posting lists the position as remote but requires onsite presence in either the Philippines or Singapore. The supervisor leads construction teams and subcontractors, ensures compliance with applicable US and Philippine building codes, safety requirements, schedules, quality standards, and budgets, and coordinates network technology infrastructure installation and testing. The role includes overseeing SCIF construction and renovation, including physical security, acoustic controls, and compliance with relevant Intelligence Community Directives. It also requires maintaining construction documentation and reports, managing change orders, and traveling internationally to manage projects in diverse locations. Candidates must be US citizens with a current, active TS/SCI clearance.

Requirements

Bachelor’s degree in Construction Management, Engineering, or a related field; a Certified Construction Manager (CRM) or relevant professional certification may be substituted for the degree.
At least 5 years of experience as a Construction Site Supervisor or in a similar leadership role in commercial or government construction.
Hands-on experience managing and completing projects for cleared government or defense facilities.
Experience in SCIF construction and renovation, including knowledge of security accreditation processes.
Experience overseeing installation of network technology and telecommunications infrastructure in a new-construction environment.
Willingness and ability to travel internationally and manage projects in diverse global locations.
Expert knowledge of the International Building Code (IBC), major US state and federal regulations, and the National Building Code of the Philippines (PD 1096).
Ability to read, interpret, and work from blueprints, schematics, and technical specifications, including secure facility designs and network layouts.
US citizenship and a current, active TS/SCI clearance.
Ability to remain stationary for 50% of the time, move around large campuses throughout the day, and lift and move IT equipment weighing up to 50 pounds.

Responsibilities

Direct and manage onsite construction activities from foundation through closeout, ensuring alignment with project plans, quality standards, and budget constraints.
Ensure compliance with applicable US and Philippine building codes, regulations, and standards.
Manage construction projects for cleared facilities, including security requirements, controlled access, and material-handling procedures.
Oversee SCIF construction phases, including physical security measures, acoustic controls, and compliance with relevant Intelligence Community Directives.
Coordinate and supervise installation, termination, and testing of network infrastructure, including structured cabling, server room build-outs, and communications systems.
Maintain the master construction schedule, identify potential delays, and implement corrective actions.
Enforce onsite safety requirements and compliance with OSHA and local regulations.
Supervise and mentor foremen, skilled tradespeople, and subcontractors.
Prepare daily reports, track progress, manage change orders, and maintain records of site activities, inspections, and materials.
