Senior Technical Program Manager

Microsoft•Redmond, WA
•$119,800 - $234,700

About The Position

Microsoft Security Operations & Efficiency is building an operating system to help engineering leaders manage the business, make informed trade-offs, and free capacity for innovation as AI workloads scale. The Senior Technical Program Manager will integrate Microsoft Security’s portfolio, making priorities, dependencies, risks, gaps, resource implications, and trade-offs visible to leadership. The role designs and runs the portfolio governance and rhythm of business, assembles the evidence and stakeholders needed for decisions, and ensures decisions become commitments that are driven through closure. This is both a portfolio governance role and a direct ownership role for selected high-priority, cross-cutting strategic initiatives. The position takes complex work from ambiguity through execution by defining outcomes, aligning stakeholders, establishing execution paths, and driving measurable results. It also sets strategy and governance for how Microsoft Security plans, funds, consumes, and optimizes Azure compute and AI capacity. The role defines an AI-native operating system, partnering with Data & Automation Platform teams to connect trusted data across telemetry, Azure consumption and cost, Azure DevOps, and Microsoft Graph. It leads large virtual teams across Engineering, Finance, Capacity, Data, and Business Operations, influences senior leaders without direct authority, mentors program managers, and champions organizational change. The intended outcomes include an integrated and actively managed portfolio, predictable data-driven executive decisions, a trusted leadership scorecard, multi-year capacity planning, and reduced manual reporting and coordination through AI-native mechanisms.

Requirements

  • Bachelor’s degree and at least 4 years of experience in engineering, product or technical program management, data analysis, or product development, or equivalent experience.
  • Extensive experience integrating complex portfolios and running operating systems or rhythms of business for senior executives in large product- or engineering-led organizations.
  • Proven ability to lead high-priority, cross-cutting initiatives from ambiguity through execution and measurable outcomes.
  • Deep expertise in cloud capacity strategy and economics, including demand forecasting, capacity planning, utilization, and COGS optimization at scale.
  • Exceptional ability to influence senior leaders, navigate organizational boundaries, and translate complex data into clear choices and decisions.
  • Proven record of leading organization-wide transformation and driving measurable business outcomes across matrixed environments.

Nice To Haves

  • Deep knowledge of Azure capacity across IaaS and PaaS, including supply, regions, SKUs, and quota, and experience partnering with engineering to prioritize and unblock capacity.
  • Understanding of how capacity constraints affect customer deployments and ability to turn that understanding into actionable guidance.
  • Experience integrating multiple bodies of work into an enterprise portfolio and making dependencies, risks, trade-offs, and priorities visible to senior leadership.
  • Experience designing and owning executive governance and rhythm-of-business mechanisms, including strategy and planning cycles, business reviews, decision forums, and commitment tracking.
  • Experience leading complex, cross-organization strategic initiatives and influencing senior executives without direct authority.
  • Experience setting strategy for or managing cloud compute capacity, consumption, or cost at large scale.
  • Experience defining organization-wide metrics, scorecards, or telemetry frameworks that drive executive decisions and accountability.
  • Experience with Azure compute and AI capacity planning, quota, allocation policy, and optimization.
  • Experience with portfolio management, dependency management, and executive decision-management practices.
  • Proficiency with data and execution tools such as Power BI or Azure DevOps.
  • Experience applying AI, agents, or automation to transform business operations at scale.

  • Establish a consistent operating cadence across MSEC divisions.
  • Define the vision for an AI-native operating system that embeds agents and automation in planning, executive reporting, portfolio monitoring, capacity management, and action tracking.
  • Partner with the Data & Automation Platform team to build a unified, trusted data foundation connecting telemetry, Azure consumption and cost data, Azure DevOps, and Microsoft Graph signals.
  • Drive early-warning mechanisms, including capacity-spend anomaly detection and leading indicators of portfolio and execution risk.
  • Lead large cross-organization virtual teams across Engineering, Finance, Capacity, Data, and Business Operations without direct authority.
  • Influence senior leaders by translating complex portfolio, capacity, and business data into clear choices, recommendations, and decisions.
