The Senior Manager, Operations provides strategic operational leadership and executive support to the Deputy Minister’s Office (DMO) across Arts, Culture and Status of Women (ACSW) and the Public Service Commission (PSC). Working closely with the Deputy Minister, Executive Director, Strategic Operations, and executive leaders, this role ensures priorities are translated into coordinated action, effective decision-making, and measurable outcomes. This position leads complex operational systems, governance processes, and cross-ministry coordination in a fast-paced environment. The Senior Manager provides strategic advice on sensitive issues, supports executive decision-making, and strengthens alignment across divisions, ensuring the organization remains focused on government priorities.

Requirements

  • A bachelor’s degree in public administration, business administration, political science, policy studies, or a related field, supplemented by a minimum of 7 years of extensive progressively responsible experience in providing strategic advice and operational support to senior executives within a complex organization.
  • Extensive experience translating strategic direction into coordinated execution, including planning, implementation monitoring, and issue resolution.
  • Experience leading cross-functional initiatives involving multiple stakeholders, competing priorities, and complex operational challenges.
  • Experience developing executive-level briefing materials, recommendations, reports, and decision-support documents.
  • Strong understanding of government decision-making processes, legislative frameworks, policy environments, and public sector operations.
  • Demonstrated ability to analyze complex information, identify risks, and develop practical recommendations for senior leadership.
  • Experience managing confidential and sensitive matters requiring sound judgment and discretion.
  • Strong written and verbal communication skills, including the ability to influence, negotiate, and build relationships at all levels.
  • Experience improving business processes, operational systems, and governance practices.

Nice To Haves

  • Experience working within a Deputy Minister’s Office, Minister’s Office, central agency, or senior government environment.
  • Knowledge of Alberta government structures, including Cabinet, Treasury Board, and Executive Council processes.

Responsibilities

  • Translate Deputy Minister and Executive Director direction into coordinated implementation plans, timelines, accountabilities, and follow-up actions across divisions.
  • Provide strategic advice and analysis on complex, sensitive, and cross-cutting issues, including identifying risks, developing options, and recommending approaches for executive decision-making.
  • Lead executive operations systems, governance processes, tracking mechanisms, reporting practices, and continuous improvements to strengthen operational effectiveness.
  • Coordinate and support executive governance forums, including preparation of materials, agenda development, decision tracking, and follow-through on commitments.
  • Monitor progress on key priorities, identify barriers to implementation, and lead corrective action to maintain alignment and delivery.
  • Facilitate collaboration among Assistant Deputy Ministers, executive leaders, central agencies, and partner groups to resolve issues and advance shared priorities.
  • Develop and review executive-level briefing materials, correspondence, reports, and communications to support informed decisions.
  • Build effective relationships across ministries and provide leadership in navigating competing priorities, changing direction, and emerging issues.
