About The Position

Serves as a strategic partner by providing professional guidance on human resources and risk management related issues to City Departments. Performs highly responsible professional work in variety of program areas including recruitment, employee relations, coaching and development needs, talent management, compensation, risk management, Americans with Disabilities Act, worker’s compensation, leave management, policy development/interpretation, HRIS software management, record keeping and salary administration.

Requirements

  • Fundamental principles and practices of public personnel administration and risk management principles, applicable Federal and State laws and local ordinances relating to personnel administration and risk management.
  • Working knowledge of Equal Opportunity, Affirmative Action and Fair Labor Standards, OSHA, property and casualty insurance, etc.; principles of organization and management; statistical concepts of methods.
  • Advanced knowledge of Excel, including the ability to analyze data, develop models, create pivot tables, and produce clear, actionable reports.
  • Demonstrated skill in preparing written reports and projects; skill in the operation of equipment necessary to perform the functions of the job; public relation techniques.
  • Exemplary customer service skills required.
  • Plan, coordinate, and organize work to meet deadlines; understand the organization and operation of the City and outside agencies as necessary to assume assigned responsibilities; prepare and maintain accurate and complete confidential and statistical records and reports; maintain confidentiality; work independently in the absence of supervision; interpret the City Employee Handbook, programs, and policies to employees and the general public; communicate clearly and concisely, orally and in writing; develop and maintain effective working relationships with other employees and the public.

Nice To Haves

  • Bachelor’s Degree is strongly preferred
  • Master’s Degree in Human Resources, Public Administration, Business Administration, Organizational Development, or a related field is preferred.
  • Professional HR or Risk Management certifications such as SHRM, PHR, ARM, CSP, or equivalent are highly desirable.

Responsibilities

  • Provide guidance and support to departments and supervisors and employees regarding Human Resources and risk management issues.
  • Conducts research and analysis of policies, programs, and practices; provides recommendations for improvement and ensures compliance with laws and regulations.
  • Prepares and presents reports, agenda items, and other written materials; maintains accurate records and documentation of human resources activities.
  • Participates in the selection and training of assigned staff; evaluates the performance of assigned personnel; establishes performance requirements and personal development targets for assigned staff with senior management approval.
  • Support the oversight of employee benefits programs; coordinate with vendors and ensure compliance with regulations.
  • Participate in labor relations activities, including contract negotiations, grievance resolution, and disciplinary actions.
  • Conduct and/or oversee investigations of complex grievances, discrimination complaints, allegations of misconduct and employee performance issues; make recommendations for appropriate actions; prepare required documentation and responses.
  • Perform compensation-related analysis, including market studies, pay equity reviews, and salary structure evaluations.
  • Develops and delivers training programs to enhance employee skills and knowledge; prepares educational materials and presentations.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, risk management, talent management, and employment law.
  • Represents the City in meetings with other public and private organizations, community groups, contractors, and the public.
  • Participate in or lead the process of resolving problems, conducting investigations, taking corrective actions and/or processing terminations.
  • Assist in recommending and implementing modifications to systems, policies and procedures.
  • Conduct special research projects related to development of human resources and risk management programs and evaluating human resource and risk management trends.
  • Assist in the preparation and review of employee policies, guidelines, and manuals as necessary to maintain the effectiveness and relevance.
  • Interpret policies and procedures and assist in their development.
  • Work on special and on-going projects requested by management.
  • Serve on various City-wide committees including the city-wide risk and safety committee.
  • Perform related work as required and assigned.
