About The Position

This is an exciting opportunity to lead the development of a new campus recruitment function within the People & Equity Division. Reporting to the Manager, Talent Acquisition, the Senior Campus Recruitment Lead builds the foundation for this portfolio at an early stage. This role will shape how the City attracts and supports students and individuals early in their careers, strengthening inclusive talent pipelines aligned with workforce needs and equity goals.

Requirements

Post‑secondary education in Human Resources or a related field, or an equivalent combination of relevant education and/or experience.
Considerable experience managing full‑cycle recruitment processes in a large, complex organization, applying equitable and inclusive hiring practices.
Experience leading campus recruitment and early‑career talent initiatives, including strategy development, program design, delivery, and evaluation.
Experience planning and delivering engagement activities such as campus events, workshops, presentations, and outreach initiatives, including the use of social media channels.
Experience leading, supervising, coaching, and developing staff.
Strong organizational and project management skills, with the ability to take initiative, bring structure to evolving work, manage multiple programs and priorities simultaneously, and adapt in a fast‑paced environment.
Excellent communication, consultation, and presentation skills, with the ability to engage effectively with hiring managers, academic and community partners, students and senior leaders.
Sound judgement and problem‑solving skills, including the ability to apply de‑escalation or conflict‑resolution approaches when required.
Strong analytical and data interpretation skills, with the ability to assess recruitment outcomes, identify trends and gaps, and support data‑informed recommendations for workforce planning.
Ability to travel to various locations, as required.

Responsibilities

Develop and support campus recruitment and early‑career strategies that connect students to meaningful opportunities with the City.
Work closely with Divisional leaders, Talent Acquisition teams, and equity partners to strengthen this work across the organization.
Advance practical approaches to attract emerging talent, shaping targeted early‑career pathways—such as internships, co‑ops, and summer student roles—and evaluating campus recruitment activities.
Strengthen outreach, integrate Reconciliation and workforce equity principles into the work, and support hiring managers in applying equitable recruitment practices.
Lead corporate‑wide campus and early‑career programs and projects, ensuring they are coordinated and aligned with City standards.
Support application processes, inclusive assessment approaches, onboarding supports, and evaluation tools.
Oversee the City’s Unpaid Student Placement Program, working with academic institutions and internal partners to support program administration and compliance with requirements related to agreements, insurance, and placement standards.
Build and maintain relationships with universities, colleges, polytechnics, career centres, community organizations, and student groups to strengthen campus and early‑career recruitment efforts and pipelines.
Act as the City’s primary liaison with academic institutions, representing the Toronto Public Service at campus and early‑career engagement events, including career fairs, and support a consistent approach to outreach, candidate experience, and recruitment across institutions.
Lead the development of the City’s early‑career employer brand, ensuring messaging reflects Toronto Public Service values.
In partnership with Corporate Communications, support digital and social media strategies that strengthen the City’s presence on campuses and online platforms.
Develop presentations, workshops, and engagement materials that foster meaningful connections with students and early‑career candidates.
Provide leadership to assigned staff, coordinating work, coaching and mentoring team members, and supporting performance management.
Build capability in early‑career recruitment, equity‑informed practices, assessment approaches, and student engagement, while fostering an inclusive team environment grounded in accountability, learning, and high‑quality work.
Use data and insights to assess early‑career recruitment outcomes and identify trends and gaps.
Support reporting for senior leadership and help inform outreach and workforce planning decisions.
